In light of Decree No. 2002-976 of 12 July 2002 on the duties of the Minister for Social Affairs, Labour and Solidarity;
In the light of the decree of 24 November 2003 on Signature delegation;
Due to the July 2, 2002, modified signing delegation order,
Décrète:
Article 4 and Articles 17 to 22 of the decree of 24 November 2003 read as follows:
" Art. 4. - In the event of the simultaneous absence or incapacity of Mr Marie, Mr Barbezieux, Mrs Brun-Eychenne, Mr Varry and Mr Villaret, delegation is given to Mr Sébastien Plantadis, principal central administrative officer, directly under The authority of Mrs Brun-Eychenne, to sign, within the limits of the powers of the second office of central administrative staff and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or Conventions, excluding Orders in Council. "
" Art. 17. - In the event of the absence or incapacity of Mr Marie, delegation shall be given to Mrs Anne-Marie Burette, the hospital director, directly under the authority of Mr Marie, to sign, within the limits of the powers of the budget sub-directorate, Financial and management control and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding Orders in Council, including any proposals for commitment and order of Payment, transfer and delegation, all expenditure vouchers, all payment orders and requests for collection titles.
" Art. 18. - In the event of the simultaneous absence or incapacity of Mr Marie and Mrs Burette, delegation shall be given to Mrs Gabrielle Hoppe, Head of the Budget and Programming Office, directly under the authority of Mr Marie, to sign, in the Limit of its powers and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, other than decrees.
" Art. 19. - In the event of the simultaneous absence or incapacity of Mr Marie, Mrs Burette and Mrs Hoppe, delegation is given to Mr Thomas Alazard, Central Administrative Attaché, directly under the authority of Mr Marie, to the effect of signing, within the limit Duties of the Office of the Budget and Programming and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding Orders in
. Art. 20. - In the event of the simultaneous absence or incapacity of Mr Marie and Mrs Burette, delegation is given to Mrs Nelly Héribel, Head of the Accounting and Financial Organisation, directly under the authority of Mr Marie, to the effect of To sign, within the limits of its powers and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding orders, including proposals for commitments, orders of Payment, transfer and delegation, expenditure vouchers and revenue orders.
" Art. 21. - In the event of the simultaneous absence or incapacity of Mr. Marie, Ms. Burette and Ms. Héribel, delegation is given to Ms. Christine Flamand, a central administrative officer, to Ms. Suzanne Marion and to Mr. Julien Tavares Da Souza, contract agents, Directly under the authority of Mr Marie, to sign, within the limits of the duties of the accounting office and the financial organisation and on behalf of the Minister for Social Affairs, Labour and Solidarity, the Proposals for commitment, payment, transfer and delegation orders, expenditure vouchers and revenue orders.
" Art. 22. - In the event of the simultaneous absence or incapacity of Mr. Marie, Mrs. Burette and Ms. Héribel, delegation is given to:
" Ms. Josette Fabre, Senior Administrative Assistant;
" Ms Ghislaine Lambert, Senior Administrative Assistant ;
" Mr. Jean-Philippe Charlery, Administrative Assistant,
directly under the authority of Mr. Marie, to sign, within the limits of the duties of the Accounting and Financial Organization Office and on behalf of the Minister of Social affairs, work and solidarity, payment and transfer orders, credit delegations, all remitting orders, all requests for the issuance of collection titles and the recapitulative statements of cancellations of Expenses to operate (BRADO). "
After Article 22 of the same decree, an article 22-1 reads as follows:
" Art. 22-1. -In the event of the simultaneous absence or incapacity of Mr Marie, Mrs Burette and Mrs Héribel, delegation shall be given to:
" Ms Dominique Emeraud, Administrative Secretary;
" Mr Raymond Billaud, Administrative Assistant;
" Mr. André Pallarols, Administrative Assistant,
directly under the authority of Mr. Mary, to sign, within the limits of the duties of the Accounting Office and the Financial Organization and on behalf of the Minister for Social Affairs, of Work and solidarity, payment orders and credit delegations. "
Articles 23 to 26 and Articles 32, 34 and 35 of the same decree read as follows:
" Art. 23. - In the event of the simultaneous absence or incapacity of Mr Marie and Mrs Burette, delegation shall be given to Mrs Florence Roche-Pinteaux, head of the office for the management of decentralised services, directly under the authority of Mr Marie, to the effect of To sign, within the limits of its powers and on behalf of the Minister for Social Affairs, Work and Solidarity, all acts, orders, decisions or conventions, excluding Orders in Council, including any proposals for commitment and order Payment, transfer and delegation, all expenditure vouchers, all payment orders and all requests for the issuance of collection titles.
" Art. 24. - In the event of the simultaneous absence or incapacity of Mr Marie, Mrs Burette and Mrs Roche-Pinteaux, delegation shall be given to Mr Jean-Michel Lamiaux, inspector of health and social affairs, directly under the authority of Mr Marie, to The effect of signing, within the limits of the duties of the office of management of the decentralised services and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, other than decrees, Any proposals for commitment and order for payment, transfer and delegation, all supporting documents of expenditure, all payment orders and all requests for the issuance of collection

Art. 25. - In the event of the simultaneous absence or incapacity of Mr Marie and Mrs Burette, delegation shall be given to Mrs Anna Arriabene, head of the administrative and financial supervision office, directly under the authority of Mr Marie, to sign, Within the limits of its powers and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding Orders in Council, including proposals for commitment and payment order, Transfer and delegation and supporting documents.
" Art. 26. - In the event of the absence or incapacity of Mr Marie, Mrs Burette and Mrs Arriabene, delegation is given to Mrs Elisabeth Tome-Gertheinrichs, the hospital director, directly under the authority of Mr Marie, to the effect of signing, within the limit Duties of the office of administrative and financial supervision and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, decisions or conventions, excluding orders-in-council, including proposals for commitments and Payment, transfer and delegation order and supporting documents of expenditure. "
" Art. 32. - In the event of the simultaneous absence or incapacity of Mr. Marie, Ms. Richart-Lebrun, Mr. Le Gall and Mr. Glippa, delegation is given to:
" Mr. Bertrand d' Hérouville, Head of the Financial Affairs Office;
" Mr. Thierry Amselek, Head of Office of the Public Order,
directly under the authority of Mrs Richart-Lebrun, to sign, within the limits of their powers and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, Decisions or conventions, excluding orders-in-council, including all proposals for commitments and orders for payment, transfer and delegation, all supporting documents of expenditure, all payment orders and all requests for emission Collection titles. "
" Art. 34. - In the event of the simultaneous absence or incapacity of Mr. Marie, Ms. Richart-Lebrun, Mr. Le Gall and Mr. Benoist, delegation is given to:

" Ms. Béatrice Melon-Riey, Head of Investment Operations Office;
" Mr. Philippe Marot, Head of the Maintenance Office;
" Ms. Christine Le Bail, Head of the Facilities and Operations Office,
directly under The authority of Mrs Richart-Lebrun to sign, within the limits of their powers and on behalf of the Minister for Social Affairs, work and solidarity, all acts, orders, decisions or conventions, excluding decrees, in particular Any proposals for commitment and order for payment, transfer and delegation, all supporting documents of expenditure, all payment orders and all requests for the issuance of collection

Art. 35. - In the event of the simultaneous absence or incapacity of Mr. Marie, Ms. Richart-Lebrun, Mr. Le Gall, Mr. Benoist and Ms. Melon-Riey, delegation is given to Mr. Philippe Lebon, contract agent, directly under the authority of Ms. Richart-Lebrun, To the effect of signing, within the limits of the duties of the Investment Operations Office and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding Orders in Council, All proposals for commitment and order for payment, transfer and delegation, all supporting documents of expenditure, all payment orders and all requests for the issuance of collection titles. "
The Minister for Social Affairs, Labour and Solidarity shall be responsible for the execution of this Decree, which shall be Published in the Official Journal of the French Republic.
