Decision of 17 January 2007 on delegation of signature (Directorate-General for the Sea and Transport, Directorate for Maritime Affairs)

Director of Maritime Affairs,
In accordance with decree n ° 2005-471 of 16 May 2005 establishing the organisation of the central administration of the Ministry In charge of equipment, transport, spatial planning, tourism and the sea, in particular Article 9;
In view of the decree of 19 May 2005 appointing the Director of Maritime Affairs;
Given the decree n ° 2005-850 of 27 July 2005 concerning the signature delegations of the members of the Government, in particular Article 3;
In view of the decree of 23 May 2005 on the organization of the Directorate-General for the Sea and Transport,
Decides:

Article 1


In case of absence or incapacity of Mr Michel Aymeric, Director of Maritime Affairs, Delegation :
M. Gérard Houdin, division engineer des travaux publics de l' Etat, chef d' arrondissement, chargé de la sous-direction des systèmes d' information maritimes;
Mr. Eric Berder, engineer en chef de l' armament, chargé de la sous-direction de Maritime safety;
Mr Ernest Cornacchia, chief officer of the technical and administrative body for maritime affairs, responsible for the mission of pleasure boating and nautical leisure;
Mr Daniel Silvestre, civil administrator Out-of-class, responsible for the international affairs mission;
Mr. Francis Rollot, Chief Medical Officer, responsible for the seafarers' health service;
Mr. Eric de Chavanes, Chief Maritime Officer, Chief of the school-centre group Training and documentation of maritime affairs,
to the effect of signing, on behalf of the Minister for Transport, Equipment, Tourism and the Sea, all acts, orders and decisions, excluding Orders in Council, within the limits of the Assigned to them.

Article 2


In the event of the absence or incapacity of Mr Gérard Houdin, responsible for the systems sub-directorate Maritime information, delegation is given to:
Mrs. Chrystèle Bréat, Divisional Engineer of Public Works of the State, Head of the Office of Technical Works and Computerization Assistance;
Mr. Eric Richet, Engineer Division of public works of the state, head of the office of studies and accompaniment of computer projects;

M. Gilles Paquier, divisional engineer of public works of the State, head of the office of accommodation of systems and Computer assistance,
to sign, on behalf of the Minister of Transport, Equipment, Tourism and the Sea, all acts, orders and decisions, excluding Orders in Council, within the limits of the powers entrusted to them.

Article 3


In case of absence or incapacity of Mr. Philippe Illionnet, Deputy Director of Seafarers and Marine Education, Delegation is given to:
1 ° Mr Eric Levert, Head of Maritime Affairs, directly under his authority, to sign, on behalf of the Minister for Transport, Equipment, Tourism and the Sea, all acts, orders And decisions, excluding the decrees, within the limits of the powers entrusted to it;
2 ° Mr Marc Fouliard, Professor in Chief Maritime Education, Head of the Maritime Training and Employment Bureau;
Mrs. Sandrine Duchêne, Chief Executive Officer, Head of the Marine Establishment Office;
Mr. Alain Moussat, Director of Labour, Chief, Maritime Labour Office;
Mr. Michel Féraud, Chief Medical Officer, Chief of the Office of Health and Safety in Maritime Labour,
to sign, on behalf of the Minister of Transport, Equipment, Tourism and the Sea, all acts, orders and decisions, excluding Orders in Council, within the limits of the powers entrusted to them.

In case of absence or incapacity of Mr. Eric Berder, responsible for the Marine Safety Branch, delegation is Given to:
1 ° Mr Jean-Bernard Erhardt, Head of Maritime Affairs, directly under his authority, to sign, on behalf of the Minister for Transport, Equipment, Tourism and the Sea, all acts, orders and Decisions, excluding Orders in Council, within the limits of the duties assigned to him;
2 ° Mr. Bruno Leroy, Chief Maritime Affairs Officer, Chief of the Maritime Rescue and Traffic Office; and
Mr. François-Xavier Rubin de Cervens, Chief Maritime Affairs Officer, Head of the Ship Safety Regulatory and Control Bureau;
Mr. Benoît Faist, Senior Director Maritime Affairs, Chief of the Ship Control Bureau Under the state of the port;
Mr Jacques Manchard, a divisional engineer of public works of the State, head of the office of lighthouses and beacons,
to the effect of signing, on behalf of the Minister for Transport, Equipment, Tourism and the Sea, All acts, orders and decisions, excluding Orders in Council, within the limits of the powers entrusted to them.

Article 5


En Case of absence or incapacity of Mr. Jean-Loup Petit, Deputy Director of Coastal and Maritime Activities, delegation is given to:
Mr. Marc Chapalain, Chief Maritime Affairs Officer, Head of the Office of the Life of Services and Human Resources;
Mr. Jean-Louis Munoz, Chief Officer of the Technical and Administrative Body for Maritime Affairs, Head of the Office of Financial Affairs, Deconcentrated Services and Management Control;
M. Philippe Mazenc, Maritime Affairs Officer, Chief, Maritime Operations Control Office;
Mr. Serge Guilbaud, Civilian Administrator, Head of the Office of Legal and Contentious Affairs,
to sign, on behalf of the Minister of Transport, equipment, tourism and the sea, all acts, orders and decisions, other than decrees, within the limits of the powers entrusted to them.

Article 6


This decision will be published in the Official Journal of the French Republic.
