In accordance with the decision of the Council of State, which has been presented by the Ministry of the Environment, the Housing Act of 4 June 1975 provides for (108/1975) Pursuant to:

ARTICLE 1

For the purposes of this Regulation, the municipalities are divided into fitness groups as follows:

Group I: Helsinki

Category II: Espoo, Beautiful and Vantaa

Group of III: Welfare, Hämeenlinna, Joensuu, Jyväskylä, Lake, Kajaani, Kerava, Kirkkonummi, Kuopio, Lahti, Lappeenranta, Salmon Lake, Oulu, Pori, Porvoo, Rapio, Riihimäki, Rovaniemi, Seinäjoki, Tampere, Turku, Tuusula, Vaasa And Hate

Group IV: Other municipalities.

ARTICLE 2

For the purpose of determining the amount of the housing allowance, the amount of the basic amount of the subsistence allowance shall be taken into account, according to the total number of permanent earnings of the dwelling, the number of persons and the permanent monthly income of the members of the household, as follows:
