Chapter 1

Maintenance of the professional college

Chapter 2

Administration of the professional college

Members of the professional college

A person who has been assigned to carry out more than half of the duties required by the post or the post shall be considered as a full-time teacher and other full-time staff member.

Diplomas at the Polytechnic

Qualifications for vocational higher education are vocational degrees and higher vocational degrees. Vocational qualifications are the basic qualifications of the Polytechnic University.

The list in the Annex to this Regulation contains a list of qualifications awarded by the Polytechnic and the associated examinations.

Study structure

The studies leading to a vocational education qualification include:

(1) basic and vocational studies;

(2) freely chosen studies;

(3) qualified training; and

4) thesis work.

The studies leading to a higher vocational education qualification include:

(1) advanced vocational training;

2) freely chosen studies; and

3) thesis work.

Vocational training courses include:

1. Basic pedagogical studies;

2) vocational pedagogical studies;

(3) training exercises; and

4) other studies.

Dimensions and scope of study

The criterion for the measure of the studies is the study point. The periods of study shall be scored according to the number of work required. The average of 1 600 hours of work required to complete one academic year of study corresponds to 60 credits.

The range of studies leading to a vocational qualification is 180, 210, 240 or 270 credits.

The range of studies leading to a higher vocational degree is 60 or 90 credits.

The list of studies leading to a qualification is set out in the Annex to this Regulation.

Vocational training courses leading to higher education qualifications will be at least 30 credits.

The scope of vocational teacher training courses is 60 credits.

Objectives of studies leading to a vocational education qualification

The aim of the studies leading to a vocational qualification is that the person who has completed the examination must:

(1) comprehensive, practical basic knowledge and skills, as well as theoretical criteria for working in the field of professional competence in their field of employment;

(2) capacity to monitor and promote the development of their profession;

(3) the conditions for their professional development and lifelong learning;

(4) adequate communication and language skills for the tasks of their sector and for international activities and cooperation.

Objectives of studies leading to higher vocational education and training

The aim of the studies leading to a higher vocational education qualification is that the person who has completed the examination must:

(1) extensive and in-depth knowledge, as well as the necessary theoretical knowledge to act as an expert and managerial role in the development of working life;

(2) an in-depth view of the professional sector, its role in employment and social importance and the capacity to monitor and identify developments in research and professional practice in this field;

(3) capacity for lifelong learning and continuous professional development;

4) good communication and language skills for the tasks of their respective fields, as well as for international activities and cooperation.

Objectives of vocational education and training

The goal of vocational teacher training is that the person completing teacher training has the capacity to:

(1) steer the learning of different students; and

2) develop their teaching profession, taking into account the development of working life and professions.

§ 8
Language skills

The student shall, in the course of studies included in a vocational training course, show that he has achieved:

1) a knowledge of Finnish and Swedish, which is the subject of a law on language skills required by the staff of general government; (2003) Requires a university degree in a bilingual service area and is necessary for the pursuit of the profession and professional development; and (16.6.2004)

ARTICLE 10 (16 JUNE 2005/423)
Maturing sample

For the purposes of examination, the student must write a maturing sample in the field of study, showing familiarity with the industry and the Finnish or Swedish language skills. The College of Professional Qualifications shall decide on the ripening sample when the student does not require the language proficiency referred to in Article 8 (1).

ARTICLE 11
European Community legislation and international agreements

Training of nurses and midwives and maritime training must meet the requirements of European Community legislation. In addition, maritime training must take into account the international agreement on the training, certification and watchkeeping of seafarers.

Accepting studies

Certificates

Chapter 5

Education and students

§ 17
The academic year

Investigation board

At the Polytechnic School, there is one or more examination boards for the examination of requests for corrections in the field of study. Chapter 6

Qualification requirements

Principal eligibility criteria

Teachers' language requirements

Teachers' eligibility criteria

An appropriate postgraduate diploma or doctorate and a higher education qualification from the lecturer will be required by the top-teacher of the university.

Qualifications for teachers in vocational education and training

An appropriate postgraduate diploma or doctorate and a higher education qualification from the lecturer are required by the Senior Teacher.

Teachers' duties

In addition to its teaching and training activities and related tasks, the teacher shall be responsible for:

(1) develop training in their field, taking into account the development of working life;

(2) participate in the drawing up of curricula and the choice of student selection;

(3) carry out research and development tasks in accordance with the level of the professional university;

(4) to take part in the training and professional training of the professional university; and

(5) perform the duties of membership of the professional university institutions and other duties assigned to him or assigned to him.

Chapter 7

Outstanding provisions

Application for authorisation

When applying for the licence of a professional college, it is necessary to clarify:

(1) the name and address of the operator;

(2) owner or background of the administrator;

(3) the name of the Polytechnic;

(4) the need and operational conditions of a professional college for the purposes of Article 4 of the Professional Higher Education Act;

(5) the profitability, solvency and liquidity of the professional college and their management in the year preceding the application, the year of application and the five-year period;

(6) the application of training responsibilities by degrees and diplomas, and the intended extent of the activity;

(7) the teaching and qualifications languages of the Polytechnic;

(8) the places where the professional university activities are to be organised;

(9) the facilities available for the operation of the Polytechnic and the support services and the related strategic plans;

(10) student services;

11) organisation of administration.

The application for authorisation shall also be accompanied by:

(1) depending on the form of maintenance, the statutes of the consortium or the registration of the entity in the register, as well as the statutes, the Treaty and the agreements concluded and the statutes of the Foundation;

(2) the audited financial statements for the last year ending;

(3) a plan for the organisation of the economic, administrative and internal control of the operator acting as a registered entity and other risk management.

If the information contained in the report referred to in paragraph (1) (5) has been constructed in a constructed manner, the information shall be certified by the auditor.

Where, in the case of an applicant, who has not acted, or who has not previously been the owner of a professional college, the applicant shall, in addition to the requirement required under paragraphs 1 to 3, find out:

(1) an estimate of the costs of establishment and operation and the financing plan; and

2. The commencement of the operation of the Polytechnic University.

The application shall be submitted to the Ministry of Education and Culture. The Ministry may also require further clarification of the application for other applications.

Chapter 8

Entry provisions

§ 26
Entry into force

This Regulation shall enter into force on 1 August 2003.

Entry into force and application of amending acts:

15.10.2003/860:

This Regulation shall enter into force on 1 November 2003.
