In accordance with the decision of the Parliament:

CHAPTER 1

Tasks and State Share (20.12.1996/1166)

ARTICLE 1 (11.11.2005)

The aim of the museum activities is to maintain and strengthen the understanding of the population in their culture, history and environment.

Museums must promote access to information on cultural and natural heritage by recording and preserving material and visual cultural heritage for future generations, by carrying out research, teaching and information related to it. And exhibition and publishing activities.

For the purpose of the museum activities, a State contribution to operating costs is granted in accordance with the law on the financing of teaching and cultural activities (185/1998) And this law provides.

On the financing of education and culture 635/1998 Has been repealed by L for the financing of education and cultural activities 1705/2009 .

ARTICLE 2 (11.11.2005)

A condition of obtaining a State contribution is that:

(1) the museum owns a municipality or a consortium of municipalities, or a private entity or a foundation whose statutory tasks include the pursuit of a museum activity or the maintenance of a museum;

(2) there are economic conditions for the activities of the museum, but that the museum is not maintained for the purpose of pursuing an economic profit;

(3) the museum has rules governing its activities, in which the scope of the museum's activities is determined by the Council Regulation;

(4) the preservation of museum collections is also guaranteed when the museum ceases its activities;

(5) the museum has a full-time museum director and an adequate number of trained staff trained in the museum;

(6) the museum exhibitions, work and public spaces and facilities for the management and storage of collections are appropriate;

(7) the museum's activities are around the year and its collections are available to the museum's users;

(8) The museum shall have an operational and economic plan as well as other operational plans as laid down by the State Council Regulation.

The minimum number of staff trained in the field of museum training and the eligibility criteria are laid down by the Government Decree.

ARTICLE 3

Within the limits of the State budget, the Ministry of Education accepts the State's share of the museum as justified.

The State contribution shall be made to the national specialist museum designated by the Ministry of Education, the National Heritage Museum and the Regional Art Museum by 10 percentage points higher than education and cultural activities due to national or regional tasks. The Law on Financing provided for. (18.12.1977)

§ 3a (20,2015/138)

The Ministry of Education and Culture of the Ministry of Education and Culture may, on application, name the museum:

(1) which represents a sector of national importance;

2) which is necessary for the industry;

(3) which has a significant national collection of its own activities; and

(4) which is in a position to perform the duties provided for by this law to the National Special Museum.

The Ministry of Education and Culture may, in consultation with the museum administrator, withdraw the status of a national special museum if the museum no longer fulfils the conditions laid down in paragraph 1 or the museum does not carry out the functions provided for by this law.

§ 4

Within the limits of the State budget, the Ministry of Education decides on the number of years to be used as a basis for calculating the State contribution to the museum.

CHAPTER 2

State aid

The Ministry of Education may, within the limits of the State budget, grant State aid for the specific tasks of specialised museums.

§ 5

The project to establish a museum eligible for a State contribution may be awarded to the State budget within the limits of the State budget, as provided for by the Law on the financing of teaching and cultural activities.

CHAPTER 3

Miscellareous provisions

ARTICLE 6

State shares and grants within the meaning of this Act may be used for the profit and loss of the lottery and the lottery.

§ 7

Details of the tasks of the National Museum of Speciality, the National Heritage Museum and the Regional Art Museum are laid down by a regulation.

§ 8

More detailed provisions on the implementation of this law shall be adopted, where appropriate, by a regulation.

CHAPTER 4

Entry into force

§ 9

This Act shall enter into force on 1 January 1993.

This law repeals the Law of 23 December 1988 on State shares and grants of museums (13/06/88) .

Before the entry into force of this Act, measures may be taken to implement it.

At the time of entry into force of this Act, the State Department of the Ministry of Education and the Ministry of Education must fulfil the conditions for obtaining the State contribution referred to in Article 2 (1) (3) to (8) from the beginning of 2009.

This Act shall enter into force on 1 January 2006.

Before the entry into force of this Act, measures may be taken to implement the law.

This Act shall enter into force on 1 March 2015.

At the latest by 31 December 2018, at the latest by the entry into force of this Act, the museums designated as special museums shall demonstrate to the Ministry of Education and Culture that they fulfil the conditions laid down in Article 3a.
