In accordance with the decision of the Parliament:

ARTICLE 1

For the purpose of improving the functioning of public finances and the related economic policy decision-making process, as well as for research into the long-term development of the national economy, under the Ministry of Finance, the An economic research centre.

The Ministry of Finance may issue orders to the Centre.

ARTICLE 2 (8.11.2002/904)

The National Economic Research Centre will be led by the Director General. The organisation and operating units of the State Economic Research Centre shall be laid down in the Rules of Procedure, which the Director General confirms. He shall also decide on other matters to be settled by the State Economic Research Centre which are not provided for or laid down in the Rules of Procedure of another official of the State's Economic Research Centre. The decree of the Council of State provides for matters which cannot be laid down in the Rules of Procedure for a decision by another official.

ARTICLE 3

Within the limits of revenue and expenditure, the State Economic Research Centre may conclude contracts for research projects, as well as cooperation with economic research organisations and persons.

§ 4

The Research Centre shall be entitled to access to the information necessary for its tasks from other authorities.

§ 5 (8.11.2002/904)

The decree of the Council of State provides for the filling of the posts of the State's Economic Research Centre, the role of the High Director in the managerial position and the appointment of the Deputy Director.

The Rules of Procedure of the State Economic Research Centre provide for other forms of replacement, internal management and other internal management matters.

ARTICLE 6

This Act shall enter into force on 1 October 1990.

This law repeals the Law of 28 November 1969 on the Economic Planning Centre (19,21) .

Before the entry into force of the law, measures may be taken to fill the posts of the Centre and other measures necessary to start the operation at the time of entry into force of the law.
