The presentation by the Ministry of Education of certain matters covered by the Ministry of Education is governed by the Act of 12 June 1980. (420/80) Pursuant to:

ARTICLE 1

The release of the free copies shall be accompanied by a list to be attached to the consignment, which shall be signed and shall indicate the number of items in each consignment. In the case of products to be supplied with six copies, the list shall be made in ten pieces and in four copies for other products.

Two of the lists drawn up in paragraph 10 will remain in the library of the University of Helsinki, one will be sent to the Ministry of Justice, one will be returned with the indication that the consignment is received and the rest will be sent to the free libraries. Two of the lists drawn up in each of the four copies will remain in the library of the University of Helsinki, one being returned with the above label and one delivered to the relevant free copy library or to the Finnish Film Archives.

ARTICLE 2

Free copies shall be marked with a significant manufacturing site and a manufacturing year in a stamp or in any other appropriate manner.

ARTICLE 3

Free copies containing information to be kept secret on the basis of a law, regulation or specific provisions must be kept in the library of the University of Helsinki until the period of secrecy has ceased.

§ 4

The library of the University of Helsinki may grant relief in respect of the number of free copies to be delivered if the obligation to supply is to be regarded as manifestly disproportionate, taking into account the number of products manufactured and the obligation to supply Costs incurred in relation to the cost of the products manufactured.

Before granting an exemption from the obligation to dispose of a copy of which the free copy (420/80) According to paragraph 3, the Finnish film archive is to be obtained from the film archive.

§ 5

More detailed provisions and guidelines on the use of free copies will be provided by the Ministry of Education as appropriate.

ARTICLE 6

This Regulation shall enter into force on 1 January 1981. It repeals the decision of the Council of Ministers of 14 March 1919 on the transmission and distribution of editions for public collections and scientific institutions.
