The presentation of the Prime Minister is governed by the Act of 26 May 1978 on the flag of Finland (380/78) Pursuant to:

ARTICLE 1

The buildings occupied by the State Agency or the institution, as well as the public buildings of the Province of Åland or of a building in the Province of Åland, shall, on official flag days, raise the flag of Finland which, according to the Office or the Agency, As provided for separately, shall be used.

ARTICLE 2

The official flag days are:

(1) February 28, the day of Kalevala, the day of Finnish culture;

2) May 1, Labor Day, Finnish Labour Day;

3) Sunday, second Sunday, mothers' day;

4) the day of June 4, the day of the Defence Force Flag Festival;

(5) the Saturday of 20 June and 26 days, Midsummer, the Finnish flag;

6) December 6, 4th of July;

(7) the date of national elections, municipal elections, elections to the European Parliament or an advisory referendum throughout the country; and (22.3.1996/187)

8) the date on which the President of the Republic steps in.

ARTICLE 3

In specific cases, the Ministry of the Interior may order the flag of state agencies and institutions in the whole country or in individual localities other than official flagging dates. (22.3.1996/187)

The Ministries, the regional offices and the means of life, transport and the environment may, where appropriate, provide for the flag of the agencies and agencies of their staff, except for official flagging days. (17/122009/1119)

A flag shall be issued by the State Agency or an institution on a special occasion and when a general flag is carried out in its location. (22.3.1996/187)

§ 4

The flag shall start at 8 a.m. and end at sunset, but not later than 21 p.m., unless the head of the agency or body is determined by local circumstances or any other reason.

The flag of the day of the Finnish flag begins on Midsummer's Eve at 18:00 and ends on the midsummer day at 9:00. On the Fourth of July and on the day of the election, when the vote ends after sunset, the flag expires at 8:00. (22.3.1996/187)

§ 5

When, in a public flag, the Finnish flag is used simultaneously with the rest of the flag, the standaar, the banner or the comparator, the Finnish flag must be placed in the most valuable position.

Where appropriate, the relevant ministry shall lay down more detailed provisions on the application of this Regulation.

§ 7

This Regulation shall enter into force on 1 June 1978.

This Regulation repeals:

1) Regulation of 27 April 1934 of 27 April 1934 on the official use of the Finnish flag and the public flagging of the flag. (198/34) With its subsequent modifications;

(2) Regulation of 18 March 1919 on the flag and export of the maritime installation;

3) Regulation of 12 November 1920 on the use of the State flag of Finland (283/20) ; and

(4) Regulation of 14 April 1939 on credit, postal and customs matters (1) .

Entry into force and application of amending acts:

22.3.1996/187:

This Regulation shall enter into force on 1 July 1996.

17.12.2009/1119:

This Regulation shall enter into force on 1 January 2010.

Before the entry into force of this Regulation, measures may be adopted for the implementation of the Regulation.
