The State Council has decided on the presentation of the Ministry of Education:

ARTICLE 1

An additional pension in the form of an artist pension may be granted within the limits of the appropriation entered in the statement of revenue and expenditure of the State in accordance with the provisions of this Decision.

ARTICLE 2

The pension is awarded to an artist who resides or has lived permanently in Finland, in recognition of his creditable activity as a creative or performing artist. (29.10.1992)

No special reason shall be granted for a person younger than sixty years.

ARTICLE 3

The pension may be granted as a full or partial pension. The amount of the full pension corresponds to the full pension of the State A 14, and half of the full pension. (27/09/98)

When the pension is granted, account shall be taken of the position of the applicant and the means of subsistence of the applicant. (29.10.1992)

§ 4

The pension is awarded by the Ministry of Education.

The pension is granted on an application which must be made on a form according to a formula established by the Ministry of Education.

The application for pensions shall be accompanied by:

(1) the applicant's official certificate;

(2) an explanation of the applicant's artistic activity;

(3) a statement of the applicant's other pensions;

(4) a statement of the applicant's income and property;

(5) a medical certificate stating the state of health of the applicant, when his application refers to a disease, defect or injury; and

(6) other reports deemed necessary by the Ministry of Education.

Applications for pensions are processed once a year. Applications for pensions to be granted in the year in question must be submitted to the Ministry of Education by the end of September of the previous year. Applications from the Ministry of Education must obtain the opinion of the Central Committee of the Arts.

ARTICLE 6

The pension shall be awarded no earlier than at the beginning of the year of issue.

The pension shall be carried out periodically by the State office, as provided for by the permanent pension. The pension shall be carried out for the entire month during which the event caused by the cessation of the pension has occurred.

The pensioner loses his entitlement to a pension which has not been raised within three years of its date of maturity.

§ 7

If, after its adoption, the circumstances on which the decision was based have materially changed or the application for a pension has been fraudulently declared incorrectly, or an omission relevant for the award of the pension, the Ministry of Education may take the matter , amend or withdraw its previous decision.

§ 8

More detailed provisions on the application of this Decision will be provided by the Ministry of Education as appropriate.

When there are specific reasons for this, the Ministry of Education may grant an additional pension notwithstanding the provisions of this Decision.

§ 9

This Decision shall apply for the first time in respect of the provision of pensions in 1974.

Entry into force and application of amending acts:

27.12.1984/929:

This Decision shall enter into force on 27 December 1984.

Article 3 (1) of this Decision applies for the first time in the case of pensions granted in 1984 and for the provision of pensions in Article 5 1986. For pensions granted before 1984, Article 3 (1) shall continue to apply as it stands at the time of the entry into force of this Decision.

This Decision shall enter into force on 15 November 1992.
