DECREE NO 465

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That by Legislative Decree No. 370, dated May 27, 2010, published in Official Journal No. 107, Volume No. 387 of 9 June of the same year, the Legislative Assembly approved in all its parts the Contract of Loan N ° 2015, between the Government of the Republic of El Salvador and the Central American Bank for Economic Integration (BCIE), in the amount of up to US$ 143,433,870.00, in order to finance the Project called "Program for the Development of Social Infrastructure and Vulnerability Prevention", whose purpose is to develop projects oriented to support education, public safety, health, housing, environment, works for risk mitigation in areas of high fragility, rural works and consumer protection, benefiting social sectors of great vulnerability of society Salvadoran.

II.-That of the specified Contract of Loan BCIE-2015, was awarded to the Health Care Department the amount of US$ 41,31,000.00 for the Investment Project Code 5131 "Construction and Equipment of the National Hospital of Maternity, San Salvador" and as indicated by that institution, of this amount has been executed at 31 December 2015 the amount of US$ 39,028,265.00 and has been scheduled for the current fiscal year 2016 the amount of $2,400,000.00, leaving a balance available worth US$ 502,735.00, of which US$ 367,769.49 correspond to remnants in the allocations generated at the end of fiscal year 2015 and the rest for US$ 134,965.51 to provisions Non-executed financial year 2014.

III.-That the Health Ramo requires to use the resources corresponding to the available balance of the Contract of Loan No. BCIE-2015, for a total of FIVE HUNDRED TWO THOUSAND SEVEN HUNDRED THIRTY-FIVE 00/100 DOLLARS OF THE UNITED STATES OF AMERICA (US$ 502,735.00), to finance outstanding commitments resulting from the purchase of medical, laboratory and additional services for the new Maternity Hospital; and at the same time, it requires additional resources for THREE HUNDRED AND FORTY AND THREE THOUSAND SEVEN HUNDRED AND THIRTY-FOUR 67/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 343,734.67), to supplement the payment of the counterpart of the Tax on the Transfer of Furniture and Services (VAT) and to address problems and failures reported in the construction and equipment of the aforementioned Hospital.

IV.-That in May of the present fiscal year 2016, additional revenues have been collected to the scheduled ones in the term of the Fianzas, which can be used to cover the cost of the counterpart mentioned above; it is necessary to effect the incorporation of these resources into the Law of
