DECREE NO 129

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That on November 6, 1998, the Final Acts of the Conference of Plenipotentiaries (Minneapolis, 1998) were signed, which contain the instruments of amendment to the Constitution and the Convention of the International Telecommunication Union (Geneva, 1992), with the amendments adopted by the Conference of Plenipotentiaries (Kyoto, 1994).

II.-That said Instrument has been approved by the Executive Branch in the Foreign Affairs branch, by Agreement No. 1035 of November 22, 2002, and submitted to this Legislative Body for inclusion in the Salvadoran law in force and positive.

III.-That the amendments do not contain any provisions contrary to the Constitution of the Republic, being its ratification.

BY TANTO, in the use of power established in Art. 131, ordinal 7th of the Constitution of the Republic, in relation to Art. 168, ordinal 4th of the Also on the initiative of the then President of the Republic, Francisco Guillermo Flores Pérez, through the former Minister of Foreign Affairs, María Eugenia Brizuela de Avila,

DECCRETA:

Art. 1.- ratify in all its parts the Final Acts of the Conference of Plenipotentiaries (Minneapolis, 1998), which contain the instruments of Amendment to the Constitution and the Convention of the International Union of Telecommunications, (Geneva, 1992), with the amendments adopted by the Conference of Plenipotentiaries (Kyoto, 1994); Instrument of Amendment to the Constitution consisting of Two Parties (Fifty-Eight Articles) and An Annex containing the definition of certain terms Employees in the Constitution, in the Convention and in the Administrative Regulations of the Union International Telecommunications, Decisions and Resolutions, signed on behalf and representation of the Government of the Republic of El Salvador by the then General Superintendent of Electricity and Telecommunications (SIGET), Ing. Eric Casamiquela, on 6 November 1998, approved by the Executive Body in the field of Foreign Affairs, by Agreement No. 1035 of 22 November 2002.

Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
