1 Decree No. 910 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that the article 1 of the Constitution of the Republic recognizes as a person to every human being from the moment of conception. In addition, it recognizes the human person as the origin and purpose of the activity of the State, which is organized for the attainment of Justice, the common good and legal security; It is therefore the State obligation to reassure the inhabitants of the Republic the enjoyment of freedom, health, culture, economic well-being and social justice.
II.-that is the duty of the Salvadoran State guarantee the legal and institutional framework within which formulated actions aimed to promote the integral development and the benefit of the young people of our country.
III.-that it is necessary to create a public institutions that enables the formulation, implementation, evaluation and continual updating of a national youth policy; programs, plans and projects, through a process of participatory, flexible and able to open spaces and opportunities to young people, to enjoy all those benefits that facilitate their overall development.
IV.-that the State's obligation is to recognize the rights and duties of young people, as well as promoting and ensuring better opportunities to achieve inclusion with equity in the development of the country.
V that various international, regional and local agencies promote actions in favour of young people seeking to guarantee their freedoms and achieve social justice which may legitimately aspire.

DECREES the following: law GENERAL of youth chapter I provisions general purpose article 1.-the present law is social and aims to establish the legal framework and the institutional framework that directs the actions of the State, in the implementation of public policies, programmes, strategies and plans for the development of the young population and its relationship to participation is active in all areas of national life.
Scope of application article 2.-for the purposes of this law, is considered young to the person in the age range of 15 to 29 years, regardless of nationality, ethnicity, gender, religion, disability, situations of vulnerability or any other particular conditions.
Regulated in the foregoing paragraph does not replace the limits established in other laws, treaties or international agreements ratified by El Salvador, which establishes guarantees and 3 civil or criminal responsibilities and special systems for the protection of civil rights of the population in this age range.
Objectives article 3.-the objectives of this law are as follows: to) guarantee the fundamental rights of young people, as well as to promote the fulfilment of their duties within the framework of respect for their specificity.
(b) promote the political, social, cultural and economic participation of youth in conditions of equity and solidarity.
(c) ensure the existence of a public institutions that develop and implement public policies aimed at young people to achieve their integral development in a participatory manner.
Chapter II principles guiding principle of equality and non discrimination article 4.-the rights and freedoms recognized the population enjoys young person under this Act does not support any distinction, exclusion or discrimination based on criteria such as gender, language, religion, affiliation, nationality, ethnicity, disability or any other condition or circumstance personal, economic, political, social and cultural of the young population have as their object or result impairing or nullifying the recognition, enjoyment or exercise of their fundamental rights and those laid down in this law.

Principle of equality of gender article 5.-it recognizes gender equality in enjoyment, exercise of the rights and duties of young people, which involves the commitment of the State to promote policies, programs and actions that ensure conditions of equality in public functions, as well as participation in political, social, cultural spaces, and others of national interest ensuring equal opportunities of the young population in these instances.
Role primary and Fundamental of the family article 6.-it recognizes the primary role of the family, of society, as between natural and ideal base which ensures the full development of young people, their role in the education and training of the same.

4. the State, through the implementation of public policies, facilitate processes that guarantee the family inclusion of young people, for their development of physical, mental, moral, spiritual, psychological, social and intellectual enabling its incorporation into the role of the collective life with optimal levels of maturity.
The family helps in the exercise of the rights and duties recognized in this law in favour of young people.
Chapter III rights and duties respect fundamental rights article 7.-the young people must enjoy and enjoy the fundamental rights recognized in the Constitution, treaties or international agreements ratified by El Salvador and the contents in the present law. Nature of rights

Article 8.-All young people rights recognized in the Constitution, treated international or agreements ratified by El Salvador and the contents in this Act are inalienable, inalienable, delegated, indivisible and interdependent.
The State will carry out positive affirmation actions oriented towards the Equalization of opportunities for young people who are in situations of exclusion, vulnerability and discrimination recognizing the entirety, characteristics of this population.

(b) right to the enjoyment and exercise of their citizenship, recognizing them without distinction as subjects of law and strategic national development agents.
(c) right to political and democratic participation, as well as to be taken into account by the central and local government, in the design, implementation and monitoring of policies, programmes, plans, projects and actions aimed at young people.

(e) right to peace and to a life without violence, as well as providing them according to their specific needs, the right to the public, legal and citizen safety, against any type of abuse.
(f) right to justice, which includes the right to complaint, audience, defense, a deal fair and dignified, in accordance with due process.
(g) the right to equality in the enjoyment of freedom of thought, of conscience, of choice, of action, of religion or belief, of expression, of opinion, of Association, freedom of movement and participation active in politics and national development.
(h) right to personal integrity, that recognize their integrity in their biological, psychological, emotional, spiritual, moral and cultural dimension.
(i) right to their own identity and personality have a nationality, and to acquire another voluntarily, in accordance with the provisions of the Constitution. The identity comprises also the formation of his personality, in view of their specificities and cultural characteristics, gender, nationality, ethnicity, affiliation, belief and religion.
j) right to honour, to personal and family privacy, self-image and to not discriminate them or stigmatization by their physical and mental condition while respecting their dignity.
(k) right to freedom of opinion, expression and information.
(l) right to freedom of Assembly and Association, as well as to establish and participate in organizations and youth forums where analysing issues related to youth and can present proposals for policies, programs and plans to the public authorities responsible for addressing matters relating to youth development.
(m) the right to become an active part of a family who loves them, support, encourage and recognize as subject of rights, promoting their education and guidance, with relationships where prime affection, training in values, respect and mutual responsibility among its members; as well as the right to be protected from any type of abuse or family violence.
n) right to sport, leisure, rest and recreation as part of the comprehensive health and development.
(o) the right to education as a learning process that includes elements from school, no school and informal learning systems, which contribute to the continuous and integral development of the young person. This right includes freedom of choice of Education Center and the active participation in the life of the same.

6 p) right to cultural development as part of warranty to the own identity, free creation and expression, and to access, enjoy and respect for the artistic and cultural heritage.
(q) right to sex education and the integral protection against sexual abuse.
(r) right to integral health and quality, oriented towards specific needs, which must be understood as the result of the interaction of various spiritual factors, bio-psycho-social, economic and environmental.
(s) right to the first employment, which will be compatible with their academic and family responsibilities, as well as working conditions in equal opportunities, treatment with regard to the inclusion, pay and promotion; as well as existing programs that promote decent work, job training and which is addressed in particular to the temporarily unemployed young population.
t) right to opt for non-discriminatory access to vocational and technical training, continuous, relevant and quality, enabling its incorporation into the work.
(u) right to have a decent and housing quality that allows them to develop their life project and relationships of family and community.
(v) right to a healthy environment and living in a natural, healthy and balanced, environmentally sustainable and suitable environment for their development.
Article 10.-are duties duties of the young population: to) meet the requirements of the Constitution, treaties or international agreements ratified by El Salvador, laws, regulations and ordinances.
(b) defend and disseminate human rights and special rights of the young population, as the Foundation of its recognition as a strategic subjects in the social, economic, political and cultural development.
(c) assume a positive and receptive attitude in the process of their own education and training, as well as the practice of legal, cultural, ethical, moral and spiritual principles and values.
(d) preserve their health, rejecting the trade, traffic and consumption of narcotic drugs and substances banned by international treaties ratified by El Salvador, law regulating activities relating to drugs, other laws and regulations.

7 e) promote the peaceful and harmonious coexistence among the young population and the positive use of leisure time, as well as family love, solidarity and respect with the fathers and mothers of families.
(f) actively contribute to the respect, protection and conservation of the environment, recognizing it as a fundamental element in the sustainable development of the population.
(g) to exercise suffrage and actively participate in the civic, economic, cultural and community life of the country, which further their recognition as subjects of development.
(h) meet and promote national history, artistic development and take care of the cultural heritage.
Chapter IV policy youth responsibilities of the State article 11.-it is responsibility of the State, ensure the full enjoyment and exercise of the rights and duties of the young population, recognized in the Constitution, treaties or international agreements ratified by El Salvador and the contents in the present law, which will create, run and give follow-up to public policies that guarantee the free and comprehensive youth development.
Definition of policies public article 12.-the promotion of the rights of the young people are a set of public guidelines, issued by the competent bodies, where are programs, projects and actions aimed at ensuring the observance of rights and duties of young people.
In the definition and execution of the institutions of the State youth policy, ensure the participation of young people, either directly or through youth organizations constituting in accordance with the Constitution and secondary legislation.
Principle of decentralisation of the policy article 13.-the policies, programmes and projects of youth development, ciudadana, recognizing effectively the needs and particularities of the young population of each town and village must consider the principle of decentralization, devolution and participation.
National policy and sectoral policies article 14.-the policy national youth will provide general guidelines on the programs, projects and actions to implement to ensure compliance with the rights and duties of young people, which will have applicability in the whole country.

8. the governing body of the national youth policy should promote processes of coordination and articulation with the other institutions of the State to ensure the creation, implementation and evaluation of sectoral policies, which from its content and objectives, will be executed by the competent public bodies according to their nature.
The guidelines of policies established in this law are basic and priority. The bodies responsible for its promotion should be considered in each case the circumstances and needs of young people, as well as human, technical and financial capabilities that count each institution.
Policies of promotion of the participation youth article 15.-policies for the promotion of youth participation must be: to) promote the full participation of young people in the civic, political, social, economic, cultural and artistic field.
(b) strengthen communication, interaction and consultation mechanisms so that the perspectives, opinions and recommendations of young people are taken into account by the relevant public institutions.

(c) facilitate the access of young people to the media and information technologies.
(d) to promote the creation and operation free of youth organizations, according to the law.
(e) educate and inform about the rights and duties of youth.
(f) ensuring the participation of young people in the design, implementation and evaluation of policies, programmes and national plans.
(g) stimulate local, national and international exchange of young people, facilitating their participation in forums or meetings of youth organizations, as well as foster the creation of digital spaces for political participation and promotion of citizenship.
(h) ensure the effective participation in different spheres of national life, young people with disabilities.
(i) promote the signature of agreements with other institutions of the State to provide support in the process of youth organizations and especially the Ministry of the Interior to facilitate the registration of associations and foundations in the corresponding registry.

9 j) promote the active participation of young people through the creation of appropriate mechanisms in the important decisions of the country.
Policies for prevention of violence and guarantee of the safety article 16.-policies of prevention of violence and guarantee the safety of the young population must be: to) guarantee the implementation of programmes of prevention of violence, through the practice of a culture of peace values, attitudes, customs and individual and collective behaviors of mediation, conflict prevention and the practice of dialogue with respect and tolerance.
b) protect the population young of any form of exploitation, maltreatment, torture, abuse or neglect that affects their right to personal integrity.
(c) to promote due respect for the identity of young people, ensuring the eradication of situations that discriminate against them in any of the aspects concerning your person, adopting the necessary measures to prevent any exploitation of their image or practices against their physical, mental and spiritual condition that prejudice to personal dignity.
(d) take the necessary measures for the prevention of trafficking in persons and exploitation in all its forms, sex tourism and any other type of violence, abuse or abuse on young people and promote the physical, spiritual, psychological, social and economic recovery of the victims.
(e) establish special programmes for the protection of the human rights of the young immigrant population, as well as awareness of the risks and implications on the civil and political rights of migration.

(g) ensure the right of the public, legal and citizen safety, against any type of abuse, as well as the right to prompt and accomplished justice, with special emphasis on the respect due process regulated in the laws of matter.
Policy on promotion of the rights to education article 17.-the educational policies aimed at young people should be: to) promote mechanisms that ensure a comprehensive, continuous, relevant quality education, which encourages the practice of values, respect for human rights, gender equity, and national and cultural identity.

10 b) ensure a timely, relevant, fair and quality, at all levels, education promoting arts, Sciences and technology in transmission of teaching, interculturalism, respect for social, cultural, or ethnic groups and the widespread access to new technologies.
(c) creating and designing digital and interactive educational content, as well as promoting the positive use of new technologies.
(d) ensure the existence and access to services and health and education programs takes sexual integral in order to strengthen responsible decisions and preventing infections from Sexual transmission (STIs), including HIV / AIDS, reduce and prevent the risk of sexual abuse and harassment and prepare them for motherhood and fatherhood responsible, healthy and risk-free. Implemented programs and services shall ensure respect for the right to life from the moment of conception.
(e) create special mechanisms to enhance and ensure the entry of the young population to higher education in conditions of equity, subscribing agreements with universities or training centres private, through the provision of incentives for increasing the capacity of admission of the student population.
(f) prevent, punish and eradicate all forms and practices of violence in education.
(g) prevent, punish and eradicate all forms of physical or psychological punishment or degrading disciplinary measures in schools.
(h) promote and train young people with leadership.
(i) ensure the free and effective functioning of student governments.
(j) establish mechanisms to strengthen integration and strategic direction of scholarship offer that allows you to determine the beneficiary population and the type of scholarship, national and international, prioritizing access for people with limited economic resources and outstanding academic performance.
(k) promote business internships in the public and private sectors, focused on the development needs of the country.
(l) promote research, training and the scientific, technical and artistic creation.
(m) encourage the media to broadcast educational messages that recognize and respect his integrity, rights and needs of young people.
n) ensure the permanence of the young pregnant women in public education centres, promoting non-discrimination as a result of their status and their right to education above any personal or family situation.

11 policies of promotion the employment youth article 18.-the promotion of youth employment should be: to) create, execute and follow-up programs that guarantee the right to the first employment for young people, as well as ensure the creation of work opportunities aimed at this population, always considering its particularities.
(b) take measures to develop initiatives and strategies that enable young people trained to access or create employment options and promote the encouragement of private companies to promote inclusion and qualification activities at work.
(c) to ensure the enjoyment of equality in the exercise of labour and trade union rights recognized by the laws of matter.
(d) ensure the protection against economic exploitation and against any work that endangers the health, education and the spiritual, physical and psychological development of young people. Also, is shall take appropriate measures to eradicate all forms of discrimination against young women in the workplace.
(e) promote programmes for the training and employment of young people with disabilities, ensuring gender equity.
(f) encourage the promotion of business internships in the public and private sectors focused on the development needs of the country, with the object that the pupils in technical and higher education have access to effective practices with flexibility in schedules and granting incentives to participating companies.
(g) respect and comply with labour rights recognised in the laws of matter, with special emphasis on social security.
(h) promote agreements with the financial system, public and private, individual or collective development of enterprising young people, small business owner, or cooperative, with grants of credit with low interest and technical assistance programs.
Policies of protection of the health Integral article 19.-the comprehensive health protection must be: to) promote comprehensive health services, and the development of appropriate programmes of education in all areas of health.
(b) strengthen mental health and psychological care programmes.

(d) promote healthy life, through good practices of sanitation, hygiene and health education, as well as guidance on nutrition, research, care and special care of the youth health.
(e) the prevention and eradication of any form of mistreatment, abuse and the establishment of specialized for the victims of these violations.
(f) provide access to basic services.
Policies on Social Inclusion, environmental and Cultural article 20.-the social and cultural inclusion policies, seek: to) establish a special and preferential treatment in favour of young people, taking into account its entirety, as well as other situations of disadvantage or vulnerability, to create conditions of equality real and effective.
(b) ensure positive actions in favour of cultural and social inclusion of young people with disabilities.
(c) ensure the fulfilment and exercise of the rights and duties of the young population with gender equity.

(d) promote the educational, economic, social and cultural conditions that foster the moral values of the family, the cohesion and strength of family life and the healthy development of young people in their midst.
(e) facilitate the access of young people to decent housing, through the implementation of programs of credit and savings that will facilitate your purchase. Also, create conditions that promote the construction of housing for young people, as a contributing factor of the optimum development, maturity and the Constitution of new families.
(f) ensure the compliance to cultural rights, facilitating processes, programmes and actions that ensure the cultural development, the knowledge and dissemination of the national identity, the protection of the cultural heritage and the creation, access and enjoyment of artistic expressions. The guarantee of cultural rights of young people, includes mechanisms for the respect and observance of the labour rights of workers of culture and art.
(g) formulate programmes that guarantee the right to live in a healthy environment, as well as to promote the proper use of natural resources in order to meet current needs without compromising the requirements of 13 generations, promoting awareness, responsibility, solidarity, participation and education and environmental information among the young population.
Policies of promotion of recreation and free time article 21.-the promotion of recreation and leisure time use policies will seek: to) promote creative options of use of free time in favour of the comprehensive development of young people, ensuring the active participation of society in the development of recreation programs, recreation and relaxation that enable people to young healthy development.
(b) to promote and incorporate young people initiatives related to recreation and use of leisure time in the programs and projects that are implemented.
(c) ensure and promote free access to the practice of different sports disciplines, providing the necessary physical, economic and human resources, as set out in the laws of matter.
(d) to ensure the promotion of different forms, practices or recreational modalities according to the interests and skills of the young population.
(e) establishing recreational programs related to formal and non-formal educational processes.
(f) promote volunteering of young people in social, cultural programs and conservation of the environment.
(g) incorporate in urban planning and rural development needs of recreation of the young population.
(h) to promote programs that encourage and develop values.
Chapter V Institute national youth creation and nature article 22.-create the National Youth Institute as a decentralized institution of the Presidency of the Republic.
For the purposes of this law, the National Youth Institute, may be called "The Institute".

14 home article 23.-the Institute will have its registered office in the city of San Salvador and be able to develop their activities in any place of the Republic of El Salvador.
Object article 24.-the Institute will aim: to) formulate, direct, execute, and monitor compliance with the national policy of youth and sectoral policies allowing to fully incorporate young people to the development of the country.
(b) to coordinate with international organizations, governmental institutions, municipalities, non-governmental organizations, youth organizations, private enterprise and other entities and natural persons as it deems appropriate for the implementation of public policies.
(c) to coordinate with the National Council of the young person the design, implementation, execution, and evaluation of public policies in the area of youth.
Powers article 25.-for the fulfilment of its object the Institute shall have the following functions: to) conclude agreements and agreements with the authorities of the departments and municipalities to promote, with the participation, where appropriate, of the social and private sectors, policies, actions and programmes aimed at the integral development of youth.
(b) promote inter-agency coordination with government agencies and cooperation at the national and international level, as effective mechanism to strengthen actions in favor of the Salvadoran youth.
(c) carry out and promote studies, Diagnostics, and analyses that contribute to a better understanding of the political, economic, social and cultural situation of the young population.
(d) receive and channel proposals, suggestions and concerns of youth.
(e) represent the country before international bodies and appoint youth representations in national and international events, taking into account the nominations of the National Council of the young person.
(f) to promote and ensure compliance with constitutional and legal provisions, as well as the international treaties and conventions ratified by El Salvador in the field of youth development.

15 g) promote and implement actions for public recognition and dissemination of the outstanding activities of Salvadoran youth in various areas of national events.
(h) evaluate and disclose the impact of the national youth policy and make the relevant recommendations.
(i) draw up its rules of procedure.
Administration article 26.-the Institute will feature the following administrative bodies: to) Board of Directors;
(b) General Directorate);
(c) sectoral divisions;
(d) other laying down its rules of procedure.
Article 27.-the Board of Directors will be formed by: a) President or Chairperson who shall be appointed by the President of the Republic, for the period that lasts its mandate, who must meet the same requirements required to be Minister of State, and the holders of the following institutions: b) Ministry of education.
(c) Ministry of labour and Social Welfare.
(d) Ministry of health.
(e) Ministry of Justice and public security.
(f) Social Inclusion of the Presidency Secretariat.
(g) Secretary of culture of the Presidency.
(h) National Institute of sports in El Salvador.
(i) three representatives of youth organizations legally constituted or in process of legalization, elected at the National Council of the young person.
They shall be alternate members of the Board of Directors, the respective Deputy Ministers of industry that integrate it and other representatives of the institutions that hold the bottom holder immediate hierarchy; in the case of the alternate of the representatives of youth organizations referred to in subparagraph 16 i) of this article, they shall be elected in the same way as holders. The members of the Board shall bear a diet per session to attend, which will be regulated in the internal regulation of the Institute.
Public servants who integrate the directive Board of the Institute, will last in its functions the period in which carries on its charges.
In the case of representatives of youth organizations that are part of the Board of Directors, they will integrate it for a period of two years. The mechanism of your choice and the causes of his dismissal will be based on the procedure that dictates the rules of procedure of this Act.
Session of the Board article 28.-the Board of Directors will meet ordinarily one once per month and extraordinarily, the times that necessary previous calls in writing and specifying the matters to be treated.

(c) approve the annual Plan operation of the Institute.
(d) approve the memory of the work of the Institute.
(e) authorize the programmes and budgets of the Institute, as well as its amendments, in accordance with the law.
(f) authorize the purchase of movable and immovable property and the realization by direct administration, as well as contracts for personal services, according to the laws of matter.

17 g) appoint and remove in accordance with the regulations and labour laws, the Director-General and Deputy Director of the Institute.
(h) appoint the replacement of the Director-General or heads of unit of the Institute in case of absence, excuse or temporary impediment.
(i) appoints the Internal Auditor of the Institute.
(j) other laying down the regulations under this law and the internal rules of the Institute in accordance with the laws of the Republic.
Powers of the President or the President article 31.-are attributions of the President or the Chairman of the Board of Directors as follows:

(a) preside over meetings of the Board of Directors and verifying the votes.
(b) to ensure compliance with the agreements of the Board of Directors.
(c) represent judicial and extrajudicially to the Institute, bestow powers on behalf of the same, and must act in this case with express permission of the Board of Directors.
Powers of the Director General of the Institute article 32.-are powers of the Director General of the Institute as follows: to) exert Management Institute, in the technical, operational and financial aspects in accordance with the legal provisions and resolutions of the Board of Directors.
(b) direct and follow up on the implementation of the national policy on youth, plans, projects and programmes for youth development and issued resolutions of the Board of Directors in this regard.
(c) direct, coordinate and supervise the activities of the under directions of the Institute and/or units of the Institute.
(d) formulate and submit the approval of Board of Directors, institutional programs of short, medium and long term.
(e) submit for consideration, and where appropriate, approval of the Board of Directors the draft of the special budget and system of wages for each fiscal year.
(f) submit for consideration, and where appropriate, approval of the Board of Directors, the annual operational plan.
(g) submit to consideration, and where appropriate, approval of the Board of Directors, the memory of 18 work of the Institute.
(h) prepare the reports requested by national and international agencies. (i) collect information and statistics on young people for the design and evaluation of policies.
(j) maintaining relations with entities or international organizations which perform for the benefit of young people, coordinating such relationships or links to related national institutions.
(k) any other identified in the regulation of this law, the internal regulation of the Institute, and resolutions of the Board of Directors.
Sectoral article 33.-the subdirectorates sectoral branches will be created according to the sectoral policies set out in this Act; responding to the needs of promotion of youth participation, prevention of violence and security assurance, promoting the rights to education and youth employment, comprehensive health, social, environmental and cultural and inclusion to the promotion of recreation and leisure time. Its powers shall be regulated by the internal rules of the Institute.
Chapter VI of the Council national of the person young article 34.-the Institute will have a National Council of young person, which shall serve to propose, evaluate, promote and social monitoring on the public policies of the National Institute of youth.
The Council will be integrated by two young representatives from each area making a total of eight young Salvadoran, elected democratically and representative of all the national territory whose ages are ranging between 15 and 29 years taking into account the gender perspective.
Eight members of this Council will be selected by youth organizations attending the public announcement made by the Board of Directors of the National Institute of youth. Such organizations must be linked with the youth work, in the community, political, social or cultural field, from public or private sectors.
Counselor positions are honorary and will serve for a period of two years. The Council will be renewed by half every year. The requirements for the integration of the Council, as well as the powers and operation, will be established in the rules of procedure of this Act. The Council shall develop its own rules of procedure.

19 Chapter VII management of resources and heritage heritage article 35.-the equity of the Institute shall be constituted by the following goods and resources: (1) to) the annual budgetary allocation assigned by the State.
(b) the goods and resources donated by national or foreign natural or legal persons for the fulfilment of its purposes.
(c) assignments that correspond to him by law.
(d) goods chattels, real estate and securities to acquire in the future in accordance with the law.
(e) the income, interests, or utilities that get their goods.
(f) subsidies or subsidies granted by the State.
(g) revenue to be obtained from the provision of services.
(h) other income or assets you get for any title.
Acquisition of goods and services article 36.-contracts for procurement of goods and services that celebrate the Institute, you should follow the rules laid down by law.
Control, inspection and surveillance article 37.-the Institute shall be subject to the control of the Court of accounts of the Republic.
