INDEX LEGISLATIVE DECREE No. 19

THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- access to decent housing is a primary constitutional right to meet basic human needs of the inhabitants of the nation.
II.- as is generally known, in our country there is an urgent need for housing solutions to the population, since rates homebuilding lack of minimum social interest and repairs of existing ones have stalled and needs and population growth continue to progress, generating a deterioration of the quality of life of the inhabitants.
III.- That this situation can be resolved by various public sectors, among which can be highlighted the municipal councils, because of its proximity to the population and the exact knowledge of basic unmet needs them.
IV.- That for the reasons stated above, it is considered necessary to incorporate a new allocation to the Municipal Councils for reforming this sense the Municipal Code.
THEREFORE,
in exercise of its constitutional powers and initiative of Deputies Mario Antonio Ponce Lopez, Reynaldo Antonio López Cardoza, José Rafael Machuca Zelaya and Luis Roberto Angulo Samayoa.
DECREES the following:
reform the Municipal Code issued by Legislative Decree No. 274 dated 31 January 1986, published in the Official Journal No. 23, Volume 290 dated May 2 of that year.
Art. 1.- following should be incorporated paragraph 16, Article 4, as follows:
"16. The promotion and financing for the construction or repair of social housing for the inhabitants of the municipality, provided that the municipality has the financial capacity for implementation and that it document the shortage of resources and serious need of the people benefiting from the purchase or repair of the dwelling as appropriate. "
Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
