1 index Legislative Decree No. 39 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that in harmony with the General Agreement for economic and technical assistance and for related purposes between the Government of El Salvador and the Government of the United States of America, which was ratified in all its parts by the directory civic military of El Salvador through Decree No. 515 dated December 27, 1961, published in the Official Journal No. 239, volume no. 193 of the same date, March 16, 2010 was signed the grant agreement of limited scope between both Governments through the United States Agency for international development (USAID) and the Government of El Salvador worth $27,000,000 , for the execution of the project "Mitigation of the effects of the Crisis financial Global" activity no. 519-0462 "Growth for the 21st century (grow 21)", of which $14,000,000 are intended for the financing of the program of temporary support to the income (PATI), $10,000,000 for solidarity urban communities (education bonds), $2,000,000 for the project of vocational training and employment opportunities for youth and $1,000,000 to be used by USAID for the internal administration monitoring, evaluation and impact studies, among other activities; for which required that funds by $14,000,000 for temporary income support program, the amount of $1,279,365 is incorporated into the 2012 budget Act to strengthen the implementation of project No. 5629 programme of temporary support to income and employability.
II. that by means of Legislative Decree No. 405 of date July 1, 2010, published in the official newspaper Nº 133, volume no. 388 of 15 of the same month and year, is authorized to the Executive Body in the field of finance, through its owner or official designee, you signed a loan agreement on behalf of the State and Government of the Republic of El Salvador which is the No. 7811 - SV, with the International Bank for reconstruction and development (IBRD), up to an amount of $50,000,000 to fund the implementation of the project "Protection of income and employability", which was approved in all its parts by means of Decree legislative No. 439, dated August 12, 2010, published in Official Journal No. 157, vol. No. 388 , from the 25th of the same month and year; the Convention States that the Social Fund for Local Development (FISDL) will assist the Ministry of labour and Social Welfare for the implementation of the part B - strengthening of the systems of intermediation, information and vocational training for $10,200,000, within which is running the project No. 5629 program of temporary income and employability support requiring incorporate the amount of $2,192,065 in the budget Act of 2012, of the available loan funds.

2 legislative index III. that by means of Legislative Decree No. 530 of date January 10, 2008, published in the official newspaper Nº 24, volume no. 378, 5 February of the same year, was ratified in all its parts the Memorandum of understanding between the secretariat technical of the Presidency of the Republic of El Salvador, the Fund of Social investment for the Local development of El Salvador and the Spanish Agency for international co-operation for development (AECID) , as well as its addendum I $ 4,000,000 and 6,000,000 Euros respectively, equivalent to $4,971,560 and $7,457,340, for the sectoral budgetary support to the national policy of reducing poverty - programme "Solidarity network", now called "solidary rural communities".
IV. that by means of Legislative Decree No. 750 of date November 5, 2008, published in the Official Journal No. 225, volume no. 381, of 28 of the same month and year, ratified the addendum II to the memorandum of understanding mentioned above worth 8,000,000 Euros equivalent to $9,943,120; and in harmony with the basic cooperation agreement between the Republic of El Salvador and the Kingdom of Spain, ratified by Decree legislative No. 863, of date of April 30, 2009, published in the Official Journal No. 94, volume no. 383, 25 of may of the same year, the Secretary of State for international cooperation of the Government of the Kingdom of Spain and the Deputy Minister of cooperation for the development of the Government of the Republic of El Salvador signed the third addendum between the secretariat technical of the Presidency of the Republic of El Salvador, the Fund of Social investment for the Local development of El Salvador and the Spanish Agency for international co-operation for development (AECID), by value of 6,000,000 Euros equivalent to $7,457,340, of which to date has an available balance amounting to $985,140 which will be implemented in the present fiscal year of 2012, for the realization of projects of basic social infrastructure in severe and high poverty municipalities, included in the project No. 4997 program system of Universal Social protection.
V that through Legislative Decree No. 755, dated 16 June 2011, published in Official Journal No. 113, volume no. 391, of 17 of the same month and year, was authorized to the Executive Body in the field of finance, so that by means of its owner or official designee, you signed a loan agreement on behalf of the State and Government of the Republic of El Salvador , which is the No. 2525/OC-ES, with the Inter-American Development Bank (IDB), for an amount of up to $20,000,000, to finance the implementation of the "project city woman", which was approved in all its parts by means of Legislative Decree No. 779 of date July 7, 2011, published in the official newspaper Nº 130, volume no. 392 of 12 of the same month and year; It requires use of the available resources of the aforementioned loan the amount of $5,179,585, to complete the financing of project No. 5628 construction and adaptation of city women centers, in order to give coverage to the activities planned for the present fiscal year of 2012.
VI. that in harmony with the framework Convention on the execution of the 3 index legislative financial aid and technical and economic cooperation in El Salvador under the regulation kayqubad, which was ratified by Decree legislative number 725, dated September 30, 1999, published in the Official Journal No. 208, volume no. 345, on November 9 of the same year signed the Convention of financing no. ALA/2005/17-587, concluded between the European Community and the Republic of El Salvador, to run the "program of relieving poverty in El Salvador (PAPES)", ratified by Decree legislative number 1008, on March 23, 2006, published in the Official Journal No. 78, volume no. 371, of April 28 of the same year whose resources there is currently a balance by $1,388,327 and it is required to incorporate into the budget law in 2012, with the aim of financing the project No. 4184 program of poverty alleviation in El Salvador, which includes basic social infrastructure projects.
VII.-that through Legislative Decree No. 918 of date November 23, 2011, published in the Official Journal No. 236, volume no. 393, December 16 of the same year, adopted the financial fiscal 2012 budget Act, which did not include these resources, so, with the purpose that the FISDL available budgetary credit needed to give effect to its objectives and institutional goals It is necessary to incorporate relevant reforms in the part of income and expenses of the said law up to a total amount of eleven million twenty-four thousand four hundred eighty-two dollars ($11,024,482), corresponding to different conventions of external loans and grants available balances.
