1 index Legislative Decree No. 82 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that article 168, ordinal 15th of the Constitution establishes that it is attribution and obligation of the President of the Republic to ensure the effective management of public affairs.
II. that by means of Decree legislative number 1263, dated 3 December 1953, published in the Official Journal No. 226, volume no. 161, in the same month and year 11, was issued the Social Security Act.
III.-that it is necessary to establish the legal powers that allow public administration select more competent private sector officials, through the opening and diversity of ideas; so it is necessary to introduce relevant reforms to the law referred to in the previous recital.
Therefore, use of his constitutional powers and at the initiative of the President of the Republic, by the Minister of labour and Social Welfare.
DECREES the following: reforms to LA LEY del SEGURO SOCIAL article 1.-replace in article 8, first subparagraph, the letter ch) and the second paragraph by the following: "ch) two representatives of the employers, elected members and appointed by the President of the Republic an open list of candidates of the employers who have duly approved legal personality." Mentioned entities wishing to include candidates on the list, must select them according to their domestic systems. Referring to the literal present procedures will be regulated by law".
"(The Secretaries of State and the President of the Republic, as well as the organizations referred to in letters c)(, d) (and e), shall designate, at the same time that the owners representatives, an equal number of alternate representatives, who will replace, with the same faculties, owners, when these, for whatever reason, may not play the position that has been conferred upon them".
Article 2.-reform in article 11, first paragraph follows: "the members of the Board of Directors shall be elected by workers, by the medical school of El Salvador, El Salvador and representatives of employers Dental Society, will last in their roles two years and shall be eligible for re-election".

2 legislative index article 3.-owner and alternate, representatives elected by the most characterized employers who are appointed to the date of entry into force of this Decree, last in their functions until the 31 of August 2012, unless they have already been appointed representatives in accordance with the present Decree or are new appointments according to the provisions of the present reform process in which case they will continue serving as long as you do not perform this.
Article 4.-this Decree shall enter into force eight days after its publication in the official journal.
