II.-that by Legislative Decree No. 28 of June 3, 2003, published in Official Journal No. 118, volume no. 359 of 27 of the same month and year, was adopted in all its parts the agreement of loan no. 7084-ES, signed on 11 January 2002 between the State and Government of El Salvador and the International Bank of reconstruction development , for an amount of % forty and two million six hundred thousand dollars of the United States of AMERICA (US $142,600,000.00), to finance the project before related.
III.-that the execution of the concerned loan agreement ended entirely in June 2011, giving the Bank a grace period of four months for the payment of commitments from the resources of the loan, having the cleared field of health funds executed with the latest expenses justifications submitted by IBRD in the month of October and adopted by that body in November of the same year.
IV.-that the process of liquidation of the abovementioned Convention, the International Bank for reconstruction and development, in accordance with the policies and rules of acquisition of the Bank, determined as non-eligible expenses to be financed with resources from the concerned loan the amount of $555,453.21, so it has requested his return to the field of health.
V-the branch of health not available within the budget, the budgetary structure to enforce the return of funds to the IBRD, which would allow it to close and liquidate administrative and accounting operations arising from the Convention, whose maximum completion date is July 31, 2012, so it is necessary to bring reforms into the 2012 budget Act approved by Legislative Decree No. 918 of date November 23, 2011, published in the Official Journal No. 236, volume no. 393, December 16 of the same year.
