1 index Legislative Decree Nº 191 LA Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that the honorary distinctions, rewards and titles, in its article 6 literal "b" law that it will be awarded the distinction of honor of "Noble friend of El Salvador", when, in the case of foreign nationals, the facts which they intend to award constitute a benefit to the State of El Salvador or Salvadoran population.
II.-the honorable President of the National Assembly of the Popular power of Cuba, Don Ricardo Alarcón de Quesada, Doctor in philosophy and letters, writer and politician, has previously played the positions of Ambassador and Permanent Representative of Cuba to the Organization of the United Nations (UN), Vice-President of the General Assembly of the United Nations, President of the Council of administration of the of the United Nations programme for development (UNDP) First Deputy Minister and Minister for Foreign Affairs (MINREX); positions from where has worked for peace and brotherhood in the pursuit of the development of our societies.
III.-that the Doctor Alarcón de Quesada has advocated since all the political stands that has played professionally for the peaceful resolution of disputes affecting our peoples, as well as the construction of legal instruments and mechanisms to ensure the rights of disadvantaged groups, in order to ensure that all persons be included without distinction , in the life in social, economic and political; work that no doubt has paid to justice and social cohesion in the countries of the region.
IV.-that the Doctor Alarcón de Quesada, contributed important way to the process of negotiation of the peace in El Salvador, especially during the rounds of work carried out with the support of the United Nations during that period; promoting dialogue, peace and regional integration, considering them as a necessity to solve common problems.
V because of the above, it is coming to grant the highest distinction conferred by this central organ of State to foreigners, declaring "Noble friend of El Salvador", in recognition of his invaluable contributions in the promotion of dialogue, peace and regional integration, as well as for his remarkable contribution to the process of pacification of the Salvadoran State to the Doctor Alarcón Ricardo de Quesada.

DECREES: Article 1.-declare Doctor Ricardo Alarcón de Quesada, "NOBLE friend of EL SALVADOR", in recognition of their invaluable contributions in the promotion of dialogue, peace and regional integration, as well as for his remarkable contribution to the process of pacification of the Salvadoran State.
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
