1 Decree Nº 196 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that by Decree legislative number 1004, dated February 15, 2012, published in the official newspaper Nº 40, volume no. 394, of the 28th of the same month and year, is authorized to the Executive Body in the field of finance, so that by its holder or representative that it designated , it signed on behalf of the State and Government of the Republic of El Salvador, a financing agreement with the International Fund for agricultural development IFAD, by an amount of up to eleven million cent fifty thousand rights special of GIRO (DEG11, 150, 000), equivalent to approximately SEVENTEEN million seven hundred twelve thousand eight hundred eighty and nine 47/100 dollars of the United States of AMERICA (US$ 17,712,889.47) , resources that would be allocated to finance the implementation of the "programme of Territorial competitiveness Rural (Rural dawn)".
II. that by means of Legislative Decree No. 1053, dated April 19, 2012, published in the Official Journal No. 73, volume no. 395, of the 23rd of the same month and year, was adopted in all its parts the Convention of financing Nº I-828-SV signed with the International Fund for agricultural development IFAD, amounting up to of eleven million cent fifty thousand rights special twist (DEG11) 150,000), equivalent to approximately SEVENTEEN million seven hundred twelve thousand eight hundred eighty and nine 47/100 dollars of United States of AMERICA (US$ 17,712,889.47), to finance the "Territorial competitiveness Rural (Rural dawn) program", which will be implemented by the agriculture and livestock industry.
III. that in order that the agriculture and livestock industry may have the budget to start the operations of the project of investment 5385-programme of Territorial competitiveness Rural (Rural dawn), which will be funded with $150,000 of the concerned loan and will be complemented by the reorientation of $20,650's General Fund that were assigned to the investment project 4377 - project development and Rural modernization for the Central regions and Central (Central PRODEMOR) which correspond to economies generated in processes of procurement of goods and services, it is necessary to reform the 2012 budget Act, approved by Legislative Decree No. 918 of date November 23, 2011, published in the Official Journal No. 236, volume no. 393, December 16 of the same year, incorporating in the part of income and expenses , resources of the loan IFAD Nº I-828-SV, up to an amount of cent fifty thousand dollars of the United States of AMERICA (US$ 150,000.00).

Article 2.-this Decree shall enter into force as from the day of its publication in the official journal.
