THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- by Legislative Decree No. 477 dated November 19, 1995, published in the Official Journal No. 212, Volume No. 329 of November 16 of that year, the Law on Land Transportation, Traffic and Road Safety was issued;
II that a significant number of users of free services offer daily travel to their work activities, making use of so-called express trips, so that such services have become an important alternative transport, which contributes to the productive development of our country;
III.- That for the purposes of ensuring the legality in providing this type of services express trips, it is necessary to introduce amendments to the Law cited in recital I of this decree.
THEREFORE,

DECREES THE FOLLOWING REFORM:
LAW OF INLAND TRANSIT AND ROAD SAFETY
Art. 1. Article 27 Refórmese follows:.
"Art. 27. For the purposes of this Act, understood as vehicles for public transport of passengers, all those vehicles for the service of collective passenger transport, which are:
a) the collective public bus passenger service, institutional or private;
B) Minibuses public service; and
c) Other types of vehicles that meet the requirements for the provision of this service, as indicated in the relevant Regulations.
In accordance with the above, the services of public collective passenger transport, are classified in turn in public services and free offer or express services.
Services free offer or express services are those agreed between the carrier and a natural or legal person, public or private, whose purpose is to transport passengers from one point of origin to a destination point without making stops intermediate in its route. This service includes the following modalities:
a) PERSONAL SERVICES: Those agreed between the carrier and a natural or legal person, public or private person, by signing a contract, whose purpose is the transfer of its members, staff or clientele, setting origin and destination of the service.

B) AIRPORT SERVICES: Those intended solely for the collective movement of people to and from the airport terminals.
C) SERVICES FOR STUDENTS: Those for the transfer of school and university students from home to the center of the respective study.
D) TOURISM AND EXCURSIONS: Service for the transport of persons between two specific points, not registered in the public service collective passenger transport where the destination is a tourist place.
In those cases, it fails to comply with any of the conditions in the different modes, the permit may be revoked prior process of law in that respect must follow the Vice Ministry of Transportation, but in any case, is from the seizure of the transport unit in question. "

Art. 2. Intercálase between Articles 27 and 28, Article 27a, as follows:
"Art. 27 bis.- Carriers dedicated to providing services free offer or express services, may choose one or more of the procedures laid down in the previous article, for which they must present a written request to the Vice Ministry of Transportation , which you will need to attach the following documentation:
a) certified documentation proving ownership of the vehicle to use for free offer transportation or express services;
B) General, DUI and NIT of the person concerned;
C) To submit certified technical review evidence, in which the good condition of the unit is established;
D) Where service free offer, in the form of services and service staff to students must present evidence of the institution interested in providing the service; and
e) Receipt of payment for the authorization procedure.
The cost of the authorization, it shall be fixed by the authorities of the Vice Ministry of Transport and the amount will be $ 100 in the United States, which shall be canceled in the window of the Vice Ministry of Transport.
The permits must be renewed annually, only on presentation of the certified record of the technical review of automotive and relevant payment.
From the submission of the application, the Department of Transportation, will have a period of thirty days, to provide response request. Should the aforementioned term elapse without the corresponding resolution issued in accordance with law, it shall be approved permission with all relevant legal purposes. "
Art. 3. This Decree shall enter into force eight days after its publication in the Official Journal.
