1 Decree Nº 193 the Legislative Assembly of the Republic of EL SALVADOR, considering: (I).-in accordance with rule 131, ordinal º 22 of the Constitution of the Republic, is Faculty of this organ of State to grant to individuals or populations, titles, honorary distinctions and gratuities consistent with the form of Government established by relevant services to the homeland.
II.-that article 6, literal c) honorary distinctions, rewards and titles Act, establishes that the honorary distinctions of remarkable and distinguished or accomplished, in their order of importance, may be granted to Salvadoran people and foreign residents, when services or contributions that have been given to the homeland, is related to the dissemination and use of science art, culture, education and sport or any other form of altruistic or collective service; of a mode such that represent an undeniable benefit for the State El Salvador or their inhabitants.
III.-that the Salvadoran citizen Mr Ángel Humberto Cabrera Benítez, who is known for having developed and strengthened through a work team, the varieties of coffee: Catisic - which is a rust-resistant, tolerant to the nematodes, Pacamara and Cuscatleco species; Currently, it has improved coffee variety Pacamara species, obtaining, in the events of Cup of excellence in the year 2011 Edition, the first, second and fifth place, sixty competitors lots, tasted and evaluated by twenty-five world coffee experts.
IV.-that by virtue of them merits before designated, is from declare as "distinguished GENETICIST of the coffee of EL SALVADOR", to the Lord Angel Humberto Cabrera Benitez, by having directed the team creator of the "coffee variety Pacamara" which will endure in the time and will bring benefits to the economy and development of the country.
Therefore, in use of its powers constitutional and to initiative of the members OthonSigrfrido Reyes Morales and Francisco Roberto Lorenzana Durán.
DECREES: Article 1.-declared Mr Ángel Humberto Cabrera Benítez, "distinguished GENETICIST of the coffee from EL SALVADOR", for having led the creative team of "coffee variety Pacamara" which will endure over time and will bring benefits to the economy and development of the country.
