1 Decree No. 218 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that through Decree legislative number 725, dated September 30, 1999, published in the Official Journal No. 208, volume no. 345, on November 9 of the same year, was ratified throughout the framework Convention on the execution of the financial aid and technical and economic cooperation in El Salvador under regulation kayqubad signed on 17 May 1999 between the Government of the Republic of El Salvador and the European Community, represented by the Commission of the European communities.
II. Article 3 of the framework Convention designated above established that all cooperation project selected by the concerned Commission may give rise to a specific financing agreement between the Commission, acting on behalf of the European Community and the Government of the Republic of El Salvador or the authorities of the public bodies mentioned in article 6 of the Convention , which could be: the State, decentralized administrations and local communities, among others.
III.-that the Government of the Republic of El Salvador signed with the European Union, the Convention of financing # DCI-ALA/2011/022-647 for the implementation of the "programme support to Community solidarity in El Salvador (PACSES)", in an amount equivalent to US$ 47,400,000€ dated 27 October 2011, 61,823,820 estimated at the rate of exchange of $1.3043 which 45,000,000€ equivalent to US$ 58,693,500 will be allocated to budget support and 2,400,000€ equivalent to US$ 3,130,320 to help Complementary, with a duration of 60 months from the entry into force of the said Convention.
IV.-that in accordance to the set the Decree legislative number 725 before mentioned and in accordance with the provisions in the code of conduct of supportive communities and within the framework of the administrative regulations of the respective funding agreements, the Secretariat technique of the Presidency of the Republic, through nursing STP-SPSU/0061/12, dated September 6, 2012 , assigned to the National Commission for Micro and small enterprises, CONAMYPE, the amount of € 630,023.75 equivalent to $822,181, for the present fiscal year of 2012, of which $421,978 will be allocated to the 5779 project "Strengthening and promotion of Social Entrepreneurship in the municipalities of Jiquilisco, Usulutan and San Juan Opico, freedom" and $400,203 for the 5780 project "strengthening Micro-and small enterprises producing footwear Uniforms and useful school children at the national level.
V that investment projects: 5779 "strengthening and promotion of Social Entrepreneurship in the municipalities of Jiquilisco, Usulutan and San Juan Opico, freedom" and 5780 ' strengthening Micro-and small enterprise 2 producers of footwear, uniforms and useful school children at the national level ", which will be financed with resources of the abovementioned Convention, are important components to support the micro , small and medium enterprises, the five-year Plan for 2010-2014 development content and represents one of the strategies promoted by the Government of El Salvador, whose priority is the reduction of poverty and social exclusion.
VI. that in the budget law for 2012, voted by Legislative Decree No. 918 of date November 23, 2011, published in the Official Journal No. 236, volume no. 393, December 16 of the same year, not have been programmed resources from the aforementioned donation; so, with the purpose that the branch of economy may have budgetary allocation and they are subsequently transferred to the National Commission for Micro and small business, CONAMYPE, the execution of the projects in reference, is necessary to reform the law, incorporating in the part of income and expenses, resources up to an amount of eight hundred twenty-two thousand cent eighty and a dollars of United States of AMERICA ($822,181).
