DECREE No. 288 THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- accordance with Article 131, ordinal 11 of the Constitution, is empowered of this Legislature to enact, in general, benefits and tax incentives or other nature, to promote, scientific, agricultural, industrial, or other cultural activities.
II.- That the United Nations Organization has formally declared that everyone has the right individually or collectively to promote and strive for the protection and realization of human rights and fundamental freedoms at the national and international level .
III in our country, many people have dedicated their best efforts to defend and promote human rights, thus contributing to the progressive construction of the democratic state and constitutional law in the country.
IV.- That in El Salvador, they have been prominent defenders of human rights, embodying the ideals and sacrifices of meaning of their struggle, being suitable honor them with the commemoration of a day dedicated to this sensitive and noble work.
V.- That view of the foregoing, it is appropriate to declare 26 October each year, "National Day of Defender and Defender of Human Rights" in recognition of his work in raising awareness and importance of rights humans, for the development of democratic peoples.
THEREFORE,
in exercise of its constitutional powers and initiative of the deputy and the deputy Oscar Novoa Ernesto Ayala and Karina Ivette Sosa Lara; the deputy of the legislature 2003-2006: Fernando Gonzalez; the deputies of the legislature 2009-2012: Pedrina Rivera Hernandez and Margarita Velado; and the Attorney for the Defense of Human Rights in office, 2008, Dr. Salvador Eduardo Menéndez Leal. DECREES

Art. 1. It is declared on 26 October each year, "National Day of Defender and Defender of Human Rights" in recognition of his work in raising awareness and importance of human rights for the development of democratic peoples.
Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
