1. Decree No. 317, the Legislative Assembly of the Republic of EL SALVADOR: I.-that Decree legislative Nr. 452, from date of October 31, 2007, published in the Diario official No. 222, volume no. 377 of November 28 of the same year, was reformed the article 65 of the General Law of education, to incorporate into the law effect the ranks of the technical employees and administrative of the Ministry of education.
II. that in virtue of the reform referred to in the previous recital, the field of education, by means of agreement No. 15-1282, dated September 22, 2008, published in the Official Journal No. 217, vol. No. 381, from November 18 of the same year, adopted the regulation of operation of the ranks of employees and technical employees and administrative of the Ministry of education which, among other things, establishes in its article 5, as an official or employee of this class of insurance is entitled to a wage increase of 4% over the last earned salary, every three years of service.
III. that during the 2013 budget formulation process, the branch of education incorporated the increase that would have the right employees who in the current fiscal year will be three years more service, which was considered to establish the respective salary range; However, reviewing the law of wages, it has been determined that there is inconsistency in various ranges of pay, since they are not consistent with the wage accrued employees covered by the same, so it should be changed, which does not imply additional resources to the Ministry, since only the salary range of the squares is changed without affecting the individual wages of the people who occupy them.
IV. that pursuant to the above in the previous recitals, it is necessary to incorporate in the existing law on wages, approved by Decree legislative Nr. 183, dated November 8, 2012, published in the Official Journal No. 228, volume no. 397, on December 5 of the same year, the corresponding reforms to harmonize with the established in the previous recitals.
