1 Decree No. 330 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that in accordance with the article 63 of the Constitution of the Republic, the country's artistic, historical and archaeological wealth forms part of the Salvadoran cultural treasure, which is under the protection of the State and subject to special conservation laws.
II.-which also, article 144 of the same regulatory body, establishes that international treaties signed by El Salvador with other States or international organizations, constitute laws of the Republic to enter into force, in accordance with the provisions of the Treaty itself and of this Constitution. The law may not modify or repeal what was agreed in a treaty in force for El Salvador. In the event of a conflict between the Treaty and the law, will govern the Treaty.
III. that by means of Legislative Decree No. 16 of June 07, the year 2012, and published in the Official Journal No. 127, volume no. 396, July 10 of the same year, ratified the Convention for the safeguarding of the Cultural Heritage intangible, which establishes that "intangible cultural heritage" means uses in articles 2 and 3, , representations, expressions, knowledge and techniques that communities, groups and, in some cases, individuals recognize as part of their cultural heritage. This intangible cultural heritage, transmitted from generation to generation, is recreated constantly by communities and groups depending on their environment, their interaction with nature and their history, provides them with a sense of identity and continuity, thus helping to promote respect for cultural diversity and human creativity; which can manifest itself in traditions and oral expressions, social practices, rituals and festive events, among others.
IV.-that the celebration of the Holy week in the Department of Sonsonate, is ranked as one of the most solemn celebrations worldwide, surpassed only by the cities of Seville and Antigua Guatemala, so it is coming to recognise the devotion and effort of the sonsonateca population, keeping in time, these traditions of Catholic faith, who have managed to locate its population in third place in the world , with more mysticism in celebrate Easter by declaring it, "Heritage Cultural religious of El Salvador".
