1 Decree No. 341 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that aired the Electoral Code, which in its article 58 establishes that it corresponds to the Supreme Electoral Tribunal a budget annual allocation from the General State budget that covers the needs determined by the Court itself both through Legislative Decree No. 417 dated December 14, 1992, published in the official newspaper Nº 16, volume 318 of 25 January 1993, for its regular budget, as the extraordinary, that must be covered for years pre-electoral and electoral, as well as to ensure the expenditure on the development of special projects that in the opinion of the Court are necessary to meet its purposes, anyone who will be the year in which are carried out; in accordance with article 36 of the aforementioned code.
II.-. that pursuant to article 79, paragraph 8) second subparagraph of the above-mentioned legal provision, are obligations of the Tribunal as a collegiate body, inter alia, prepare the budgets of expenses for ordinary years, pre - electoral and polling, so, in harmony with such available to the Supreme Electoral Tribunal has developed the extraordinary special budget for the elections of President and Vice President of the Republic 2014 , and that will be held on February 2, 2014, and if necessary a second election, this will be held on March 9 of that year.
III.-with the purpose that the Supreme Electoral Tribunal to generate the relevant basic conditions throughout the national territory, which guarantee a good organization and development of the 2014 election event, the Salvadoran electorate is necessary to provide it with the resources to execute through an extraordinary special budget.
Therefore, in use of his constitutional powers and at the initiative of the President of the Republic, by the Minister of finance, DECREES: article 1.-voted on the following budget special extraordinary for the electoral event 2014, thus: 2 0300-Supreme ELECTORAL TRIBUNAL A. institutional framework 1. Policy to guarantee the full exercise of the political rights of citizens within the framework of a genuinely democratic, free and competitive election process that legitimises the will of sovereign and spontaneous of the Salvadoran people in the electoral event of the year 2014.
Facilitate and encourage electoral participation through the implementation of actions that put at the disposal of the country a reliable voter register, speedy and accomplished electoral justice, the residential vote system and the promotion of a democratic civic culture.
Systematically disseminate clear and precise rules regarding the process of election of President and Vice-President of the Republic.
Develop a governance criteria of economic efficiency and operational to allow compliance with the objective of promoting and facilitating the citizens the right to vote free, direct, equal and secret, and offer the conditions for the full participation of the legally constituted parties with different candidates.

4. the Supreme Electoral Tribunal shall be sent to the Ministry of finance quarterly report on budget execution.
5. the Supreme Electoral Tribunal is subsequently subject to control of the Court of accounts of the Republic as established in Article 327 of the Electoral Code.
6. the Supreme Electoral Tribunal may authorize payment of the overtime for employees who earn salaries up to the amount of $1,500, who work in hours outside audience development activities inherent to the 2014 elections.
7. of resources pertaining to advertising expenses, will reorient the amount of $1,500,000, of which are earmarked $1,400,000 to strengthen expenditure on leasing of movable and immovable property for the 2014 election event, and $100,000 to pay for hours extras and travel expenses of the staff recruited to complete the implementation of residential voting 2014 system.
8. the procurement of goods and services, as well as furniture and equipment should be guided strictly by the provisions of the law on procurement and contracting in the public administration (LACAP).
Article 2.-this Decree shall enter into force from the day of its publication in the official journal.
