DECREE No. 398 THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I. That the existing boundary between the municipalities comprising the Department of La Libertad, it does not fit the present development of technology in land registration matters and measurement; nor to the current circumstances of social and economic development of the country.
II.- with the registration technology and photogrammetric models currently available by the National Registration Center; It is possible to perform a precise delimitation and demarcation of these boundaries.
III that has developed a process of dialogue between the municipalities involved with the assistance of the National Registration Center and the Geographic Institute and National Cadastre, reaching in this way to the drafting and signing of the municipal boundary lA LIBERTAD - SAN LUIS TALPA with reference No. 0509-0813, which is taken as the basis for the content of this decree and is attached as an integral part thereof.
IV.- That the Municipal Code in Art. 23 establishes that the Legislature power to enact the definition of territorial boundaries.
V.- That pursuant to Art. 131 section 5, of the Constitution is the responsibility of the State Body First enact, authentically interpret, amend and repeal secondary laws.
THEREFORE,
in exercise of its constitutional powers and initiative of Deputies Carlos Cortez Hernández, Nery Arely Diaz de Rivera, Mildred Guadalupe Machado, Rafael Tobar Morán, Mario Eduardo Valiente Antonio Ortiz and Guadalupe Vasquez Martinez and former deputy Look Erik Bonilla. DECREES

Art. 1. It is established as the boundary between the municipalities of La Libertad and San Luis Talpa from the Departments of La Libertad and La Paz, as follows:
The stroke of the municipal boundary is formed by four paths. The first path consists of six sections, determined with seven points numbered 1 to 7, by terrestrial communication; the second path consists of two sections, determined with three points, numbered 7 to 9, for parcel boundaries; the third path formed from a single length determined with two numbered points 9 to 10, by hydrographic natural element; the fourth path formed by a single length determined by two points, numbered 10 to 11, for parcel boundaries.

It is defined at the intersection of the central axis of the neighborhood street leading to the Lotificación San Luis, with the central axis of the Coastal Highway (CA-2), where the point is placed number one at the same trifinio time for Olocuilta and municipalities of San Luis Talpa, both of the department of La Paz and La Libertad, from the department of the same name. Its coordinates are the same length, four hundred eighty-two thousand eight hundred eighty point zero six meters; the same latitude, two hundred sixty-one thousand five hundred ninety point ninety-five meters. Its surrounding are, for the municipality of Olocuilta, plot hundred eighty seven, the sector zero eight zero five U ten, for the municipality of San Luis Talpa, one hundred thirteen plot, the sector zero five zero nine R twenty; for the municipality of La Libertad, one hundred fourteen plot, the sector zero five zero nine R twenty.

Route one stretch one point to point number one number two. Heading east in a straight line along the central axis of the neighborhood street from the Coastal Highway, leads to Lotificación San Luis, to intersect the central axis of the main street Lotificación St. Lucia, where is located the point number two, with a distance of eighty-four point ninety-three meters. Its coordinates are the same length, four hundred eighty-two thousand eight hundred eighty-eight point fifty-three meters; the same latitude, two hundred sixty-one thousand five hundred and six point forty six meters. Its surrounding are, for the municipality of San Luis Talpa five zero nine hundred thirteen plots R twenty and one hundred and twelve, both the zero sector; for the municipality of La Libertad, plots and one hundred fourteen hundred and fifteen, both of sector zero zero nine R twenty five.

Section two point to point number two number three. Heading east in a straight line along the central axis of the neighborhood street from the Coastal Highway, leads to Lotificación San Luis, to intersect with the central axis of the Street No. 2, the Lotificación San Luis, place where the point number three is located, with a distance of approximately ninety-four point fifty meters. Its coordinates are the same length, four hundred eighty-two thousand nine hundred and one point seventy-five meters; the same latitude, two hundred sixty-one thousand four hundred twelve point eighty-nine meters. Its surrounding are, for the municipality of San Luis Talpa, plots hundred five hundred eighty one, five hundred eighty-two eight hundred thirty five, all the sector zero five zero nine R twenty; for the municipality of La Libertad, five hundred seventy-seven plots, five hundred seventy-eight five hundred seventy nine, all the sector zero five zero nine R twenty.
Section three point point number three to number four. Heading east in a straight line along the central axis of the Street No. 2, the Lotificación San Luis, to intersect the central axis of the neighborhood street of the Coastal Highway (CA-2), leads to Lotificación St. Lucia Orcoyo working farm, where the point number four, is located with a distance of approximately one hundred seventy-nine point forty six meters. Its coordinates are the same length, four hundred eighty-three thousand and seventy-six point sixty-one meters; the same latitude, two hundred sixty-one thousand three hundred eighty-six point sixteen meters. Its surrounding are, for the municipality of San Luis Talpa, plots eight hundred and thirty-five hundred and thirty-four eight hundred and thirty-three, eight hundred and thirty-six hundred and thirty-one, eight hundred and thirty seven, eight hundred and thirty-eight to eight hundred and thirty nine, all the sector zero five zero nine R twenty; for the municipality of La Libertad, plots eight hundred fifty-three eight hundred fifty two, eight hundred fifty-one eight hundred forty eight, eight hundred forty seven, eight hundred forty five, eight hundred forty, all the sector zero five zero nine R twenty .

Heading east in a straight line along the central axis of the neighborhood street of the Coastal Highway (CA-2) leads to the Agricultural Lotificación estate Saint Lucia Orcoyo, to intercept the backbone of a neighborhood street the Agricultural Lotificación Saint Lucia Orcoyo, Orcoyo leads to the river, where the point is placed number five, with an approximate distance of four hundred and three point zero five meters. Its coordinates are the same length, four hundred eighty-three thousand one hundred sixty-nine point forty-five meters; the same latitude, two hundred sixty thousand nine hundred ninety-three point ninety-three meters. Its surrounding are, for the municipality of San Luis Talpa, eight hundred sixty-one plots, three hundred and eighteen, three hundred and seventeen, all the sector zero five zero nine R twenty; for the municipality of La Libertad, plots eight hundred forty eight hundred forty one, eight hundred and forty-two, eight hundred forty-three eight hundred fifty seven, three hundred thirty-five, three hundred thirty four, three hundred and thirty, three hundred thirty-two all the sector zero five zero nine R twenty.
Section five point number five point six. Heading east, in semi-curved line along the central axis of a neighborhood street Agricultural Lotificación Saint Lucia Orcoyo leads to Orcoyo river to intercept the central axis of said river, where the point is located number six, with a approximate distance of thousand twelve point twenty-eight meters. Its coordinates are the same length, four hundred eighty-three thousand nine hundred ninety-eight zero point two meters; the same latitude, two hundred and sixty thousand six hundred seventy-five point seventy-four meters. Its surrounding are, for the municipality of San Luis Talpa, three hundred seventeen parcels, two hundred, three hundred twenty eight hundred one industry all zero five zero nine R twenty; for the municipality of La Libertad R twenty nine, three hundred and four plots, three hundred and five, three hundred and six, three hundred and seven, eight hundred and two, all five zero zero industry.

Section six point point number six to number seven. Due south in a straight line along the central axis of a neighborhood street Agricultural Lotificación Saint Lucia Orcoyo leads to Orcoyo river to intercept the extension of the boundary of property that divide the plots eight hundred and two hundred twenty-six, both of sector zero five zero nine R twenty, where the point number seven is located, with a distance of approximately nine hundred twenty-eight point eighty four meters. Its coordinates are the same length, four hundred eighty-four thousand and five point forty five meters. the same latitude, two hundred fifty-nine thousand seven hundred forty-eight point seventy meters. Route two Tranche one point point number seven to number eight. Heading west, in semi-curved line, a border of plots to intercept the central axis of Macucinapa river, where is the point number eight, located with a distance of approximately thirty two point twenty meters. Section two point point number eight to number nine. Heading west, straight for parcel boundaries, to intersect the central axis of Comalapa river, where the point number nine is located, with an approximate distance of four hundred and eighteen point forty seven meters. Its coordinates are the same length, four hundred eighty-three thousand nine hundred fifty-six point ninety meters; the same latitude, two hundred fifty-nine thousand three hundred and eight point forty seven meters. Its surrounding are, for the municipality of San Luis Talpa, plot three sector zero eight zero five zero six R; for the municipality of La Libertad, two hundred twenty plot, the sector zero five zero nine R twenty.

Route three single tranche, point number nine to number ten point. Heading west, in sinuous line, along the central axis of Comalapa river, downstream to intercept the mouth of that river, on the Estero La Bocanita (specifically in the closing line of the mouth), where the point is located number ten, with a distance of approximately four thousand three hundred ninety-three point fifty-two meters. Its coordinates are the same length, four hundred eighty-one thousand nine hundred and five point zero meters; the same latitude, two hundred fifty-six thousand one hundred ninety-three point ninety-nine meters. Its surrounding are, for the municipality of San Luis Talpa, plot hundred and eighteen, the sector zero eight thirteen R zero nine, plots two hundred and ninety (Cooperativa San Alfredo) one hundred fifty-one (Mountains Aguas Zarcas o Chagüitón) and one hundred fifty two industry all zero five zero nine twenty-R; for the municipality of La Libertad, plots two hundred twenty, two hundred twenty two hundred twenty four, two hundred twenty five, all the sector zero five zero nine R twenty, plot 1226, the sector zero five zero nine R eighteen, plots hundred fifty-three, one hundred fifty four and one hundred and three, all the sector zero five zero nine twenty-R.
Path four

Single tranche, point number ten to number eleven point. Heading east, in sinuous line, on the southern boundary of the plot hundred fifty two and boundary west of the plot hundred fifty five, both of sector zero five zero nine R twenty, to intercept the waterfront in the Ocean Pacific, where the number eleven point is located, with a distance of approximately three hundred twenty point seventy-one meters. Its coordinates are the same length, four hundred eighty-one thousand eight hundred ninety-one point ninety-seven meters; the same latitude, two hundred fifty-five thousand nine hundred twenty-three about eleven meters. Its surrounding are, for the municipality of San Luis Talpa five zero nine plots R twenty hundred fifty two hundred and fifty-five two zero sector; for the municipality of La Libertad, with plot fifty thousand and nineteen (Estero La Bocanita), the sector zero five zero nine twenty-R.
Common point of arrival. The arrival point will be described as number eleven, which, at the same time is common point for the municipalities of San Luis Talpa, the department of La Paz and La Libertad, department of La Libertad. Its surrounding are, for the municipality of San Luis Talpa, plot hundred fifty five, the sector zero five zero nine twenty-R; for the municipality of La Libertad, plot fifty thousand and nineteen (Estero La Bocanita), the sector zero five zero nine twenty-R.
