1 Decree N ° 401.-the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that through Legislative Decree N ° 477, dated October 19, 1995, published in the official journal N ° 212, Tome N ° 329, November 16 of the same year, was issued land transport, transit and road safety act.
II. that by means of Decree legislative Nr. 133, on September 24, the year 2009, published in the Diario official No. 219, vol. 385, on 23 November of the same year, were renovated articles 12, 28 and 29 of the law of land transport, transit and road safety; reform by means of which, the figure of the local alternative transportation of passengers was created.
III.-that because of the permanent renewal of the vehicles corresponding to the tricimotos, which gives the alternative local passenger transport service, it is necessary to reforms to the law of land transport, transit and road safety, effect of authorizing the importation and registration of such vehicles, only to carry out the renewal of these fleets.
Therefore, use of his constitutional powers and at the initiative of MEPs: Guillermo Antonio Olivo Méndez, José Dennis Córdova Elizondo and the members: Sonia Margarita Rodríguez Sigüenza and Dina Yamileth Argueta Avelar.
DECREED: the following reform of the law of land transport, transit and road safety.
Article 1.-reforming article 28 bis, adding two clauses in the following manner: "article 28 bis.-empower Deputy Transport Minister to authorize the importation and registration of tricimotos, in the public registry of motor vehicles in the cases laid down in the following provisions: for the case of the tricimotos, which pays local alternative passenger service" the authorization referred to in the previous paragraph, will operate solely for the purpose of replacing units which by reason of having served its useful life out of circulation; Therefore, the owner of the tricyle, it shall attach to its request, the relevant certificate, issued by the public registry of motor vehicles, which becomes a noted that the unit to be replaced, is out of circulation.
"In the case, the request for import and registration, due, so that the units to be used, to carry out activities of public institutions, businesses, or industries, legally established, the application must be accompanied by documents that support and check, using which units will go to import and register."

2 article 2.-this Decree shall enter into force eight days after its publication in the official journal.
