THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF THE SALVADOR,

CONSIDERING:

I.- That by Executive Decree No. 63, dated 16 October 2009, published in Official Journal No. 193, Volume 385, of the same date, were issued the Norms for the Organization and Operation of the National Food and Nutrition Security Council, through which the National Food and Nutrition Security Council was established, as the coordinating body for actions aimed at the formulation, monitoring and evaluation of the National Food and Nutrition Security Policy, and the Presidency of the National Council is entrusted in principle to the Ministry of Social Inclusion.

II.- That by Executive Decree No. 127, dated 12 July 2011, published in Official Journal No. 147, Volume No. 392, of 11 August of the same year, the organization of the Council was reformed, assigning to the head of the health branch the chair and coordination of that body, replacing the Secretariat of Social Inclusion.

III.- That for the operation and operation of CONASAN, a Technical Office responsible for its administration was appointed, whose financing was covered until December 2011 by the Technical Secretariat of the Presidency of the Republic and from January 2012 to 15 June of the current year, by the Fund for the Achievement of the Millennium Goals, MDGs, through the Joint Programme Protecting Children: Intersectoral Programme of Food and Nutritional Security for El Salvador and the United Nations.

IV.- That for the continuity of the operations of the Technical Office related to the previous consideration, the Technical Secretariat of the Presidency of the Republic has allocated resources from the Financing Convention No. DCI-ALA/2011/022-647 for the implementation of the “Programme of Support for Solidary Communities in El Salvador (PACSES)”, signed with the European Union, same as to date has a balance of $1,107,395.55 that corresponds to remnants of the year 2012, of which by STP/SPSU/0059/13 dated 3 July 2013, the amount of $205,000 is redirected to the health branch.

V.- For the purpose that the Health Ramo will provide for the present year of 2013 the necessary resources to finance the continuity of the operations and operation of the CONASAN Technical Office, it is necessary to amend the current Budget Law.

in the use of its constitutional powers and at the initiative of the President of the Republic, through the Minister of Finance,

RIGHT:

Art. 1.- In the current Budget Act, Section -A General Budget of the State, insert the following modifications:

A) In Part II – INGRESOS, Book 22- Capital Transfers, Account 224 External Sector Capital Transfers, increases the Specific Source 22404 Of Multilateral Agencies, as well:

Financing Convention No. DCI-ALA/2011/022-647, signed between the European Union and the Republic of El Salvador, aimed at contributing to the implementation of the “Solidarity Community Support Programme in El Salvador, PACSES”, according to the Framework Convention ratified by Legislative Decree No. 725, published in Official Journal No. 208, Volume No. 345, of November 9, 1999 (Republic's Office US$790,000, Treasury/Social Investment Fund for Local Development US$7,130,000, Education Ram US$1,423,265, Economy Ram US$600,000, Agriculture and Livestock Ramo US$100,000, Public Works Ramo, Transportation and Housing and Urban Development US$15,000). .

B) In Part III-GASTOS, in the portion of the Health Ram, Verbatim B. Resource Allocation, Numeral 3. Purpose ratio with Assigned and Numeral Resources 4. Budget Allocation by Rubro de Agrupación, Fuente de Financiamiento y Destination Económico; is incorporated the Budget Unit 15 Unit Coordinadora de la Política Nacional de Seguridad Alimentaria y Nutricional-CONASAN y la Línea de Trabajo 01 Consejo Nacional de Seguridad Alimentaria y Nutricional, con la cantidad de $205,000, según el información siguiente:

C) The resources that are incorporated by this Legislative Decree in the value of CINCO MIL DOLS OF THE UNITED STATES OF AMERICA (US$205,000), shall be applied to the Source of Resources 72 European Union, UNE.

Art. 2.- This Decree shall enter into force on the day of its publication in the Official Gazette.
