II.-that the article 35 the first paragraph of the Constitution of the Republic, establishes that "the State will protect the physical, mental and moral health of minors, and will guarantee the right to education and assistance"; also, that the special law Integral to a life free of violence for women, establishes in its article 5, which ".. .are prohibits all forms of discrimination, understood this, as any distinction, exclusion, restriction or arbitrary differentiation based on sex, age, sexual identity, familial status, urban or rural origin, ethnicity, economic status, nationality, religion or beliefs, physical disability" ", psychic or sensorial, or any similar cause, come State, their agents or private individuals".
III.-that the General Assembly of the Organization of the UN, stated at its 89th plenary meeting, through its "resolution 66/170", dated December 19, 2011, October 11 of each year as the "international day of la Niña", in recognition of the rights of girls and the exceptional challenges faced around the world urging all States members, civil society organizations and the private sector agents, to assist in the strengthening of the fundamental rights of girls, through actions aimed at the improvement in the public and private services, education systems, access to science and technology, programs business mentors to acquire skills of work and leadership, , among others.
IV.-that in our country, even if it is true, there have been significant advances in the recognition of the rights of girls and women, there are still many girls who due to erroneous stereotypes and cultural patterns are still being deprived of the right to education, becoming victims of crime such as trafficking in persons, forced labour, child marriage and slavery, among others. because of this, becomes prevailing to the State to ensure the effective enforcement of their rights, ensuring that girls of our country, to enjoy a dignified life which emphasizes their physical development, moral, intellectual and professional.
V on the basis of the foregoing, is important that consistent with the Declaration of the "day of the child" international, El Salvador can count on a "day national of la Niña", in recognition of the rights of this vulnerable sector of society, where the population in general, as well as public institutions, 2 private and civil society they can raise awareness of the importance of respect for the rights of girls.
