THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF THE SALVADOR,

CONSIDERING:

I.- That in the framework of the General Guidelines for the Coordination of Non-Refundable Financial Cooperatives to the Founding Countries of the BCIE, on April 24, 2013 was signed the Convention on Non-Refundable Financial Cooperation No. DI-109/2012, between the Representative of the Central American Bank for Economic Integration, BCIE and the Minister of Finance of the Republic of El Salvador, for an amount of US will be executed,

II.- That the project has a total cost of US$1,130,000 and includes the basic conditioning of 17 infrastructures owned by that Police Corporation and the acquisition of technological equipment, logistics and working tools to provide a better service to the citizenry; in addition, that the PNC has dental equipment in 12 new clinics to serve the police personnel and their family group; and in accordance with the terms contained in the aforementioned Convention, is the obligation of the Public Agency

III.- That for the purpose that the National Civil Police may have the appropriate credit and budgetary structure to allow it to make use of such non-refundable cooperation resources and to execute the Investment Project Code 5938 “Strengthening the Capabilities of the Subdirectorate of Administration and Finance of the National Civil Police of El Salvador”, it is necessary to reform the current Budget Law, voted by Legislative Decree No. 182, dated 8 November 2012, published in the Official Gazette of 22nd Income, the resources from the above-mentioned Convention, for the amount of UN MILLON 00/100 DOLARES OF THE UNITED STATES OF AMERICA (US$1,000,000.00); and in section III- Expenditure, in respect of the United Ramo de Justicia y Seguridad Pública, the amount of one MILLON CIENTA MIL/100 DOLARES OF THE UNITED STATES OF AMERICA (US$1,130,000.

RIGHT:

Art. 1.- The current Budget Act, Section – General Budget BUDGET, introduces the following modifications:

A) In section II-INNERS, Book 22 CAPITAL TRANSFERS, Account 224 External Sector Capital Transfers, create the specific source 22404 Of Multilateral Agencies, as follows:

Non-Refundable Financial Cooperation Agreement No. DI-109/2012, signed between the Representative of the Central American Bank for Economic Integration, BCIE and the Minister of Finance, on behalf of the Republic of El Salvador, to finance the implementation of the Project “Strengthening Capacity of the Subdirectorate of Administration and Finance of the National Civil Police of El Salvador”. US$1,000,000

B) In section III- GASTOS, in what corresponds to the RAMO OF JUSTICE AND PUBLICA SECURITY, verbatim B. Assignment of Resources, insert the allocations of the Budget Unit 08 Police Infrastructure, Working Line 01 Repair, Remodeling, Construction and Equipment, and insert the Working Line 02 Counterpart Donation BCIE for its purpose, as indicated in the amount and Project of Investment:

The resources referred to in this Legislative Decree of US$1,000,000 shall be applied to the Source of Resources 6 Central American Bank for Economic Integration (BCIE).

Art. 2.- The resources of $130,000 for the General Fund to finance the expenses of Contrapartida will be taken from the Ramo de Justicia y Seguridad Pública, Unidad Budgetria 05 Seguridad Pública, Línea de Trabajo 02 Eficacia Policial, Rubro 54 Procurement of Goods and Services, for $41,265 and Rubro 61 Investments in Fijos Assets, for $88,735.

Art. 3.- This Decree shall enter into force on the day of its publication in the Official Gazette.
