THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF THE SALVADOR,

CONSIDERING:

I.- That in harmony with the General Convention for Economic and Technical Assistance and for Related Purposes between the Government of El Salvador and the Government of the United States of America, which was ratified in all its parts by the Military Civic Directory of El Salvador, by Decree No. 515, dated 27 December 1961, published in the Official Journal No. 239, Volume No. 193, of the same date, on 16 March 2010

II.- That through Letters of Implementation Nos. 7, 8 and 9, dated 11 September 2012, 24 May and 6 June 2013, respectively, the United States Agency for International Development (USAID), authorized the extension of the Convention before quoted until 31 December 2013; in addition, increased the initial allocations to finance the PATI program to $23,764,545 and reduced the original amount for Weddings in Education to $2,528,666.

III.- That through Legislative Decree No. 114, dated September 10, 2009, published in Official Gazette No. 185, Volume No. 385, of October 6 of the same year, the Contract of Canje de Deuda BMZ No. 2009 70129, signed between the Government of the Federal Republic of Germany, through the Kreditanstalt für Wiederaufbau (KFW) and the Salvadoran Government of the Federal Republic,

the amount of $480,000 has been generated for banking interests, totaling a availability of $1,737,565, which is necessary to incorporate into the current Budget Law of 2013, to complement the implementation of Project No. 4996 “Programme for the Care of Citizen Participation (FISDL V)”.

IV.- IV, Legislative Decree No. 525, dated 20 December 2007, published in Official Gazette No. 238, Volume No. 377, of the same date, approved in all its parts the Contract of Loan and Execution of the Programme BMZ No. 2003- 65- 718, signed between the Government of the Republic of El Salvador and the Kreditanstalt für Wiederaufbau (KfW),

V.- That by Legislative Decree No. 405, dated 1 July 2010, published in Official Gazette No. 133, Volume No. 388, of 15 of the same month and year, the Executive Body was authorized in the Taxation Branch, so that by means of its owner or official that it designs, it would sign up on behalf of the State and Government of the Republic of El Salvador, the Convention of Taxation No. 7811-SV,

VI.- That through Legislative Decree No. 755, dated June 16, 2011, published in Official Gazette No. 113, Volume No. 391, of the 17th of the same month and year, the Executive Body was authorized in the Treasury Ramo, to use by means of its owner or official that it designates, to subscribe on behalf of the State and Government of the Republic of El Salvador, the Contract of Préstamus No. 2525/OC-ES,

VII.- That for the purpose that the Social Investment Fund for Local Development of El Salvador may have the budgetary provision to supplement the implementation of the previously related Investment Projects, it is necessary to reform the Budget Law approved by Legislative Decree No. 182, dated 8 November 2012, published in Official Gazette No. 228, Volume No. 397, of 5 December of the same year, incorporating the relevant reforms in the amount of Ingress and Expenses of that Law,

TANTO,

in the use of its constitutional powers and at the initiative of the President of the Republic, through the Minister of Finance,

RIGHT:

Art. 1.- The current Budget Act, Section - General Budget BUDGET, introduces the following modifications:

A) In paragraph II - INGRESOS, in the following headings, insert the specific sources, with the amounts indicated:

In item 15 Financial and Other Income, Account 157 Other Unclassified Income, enter the specific source 15703 Bank Account Income, with the amount of: 480,000

In the heading 22 Capital Transfers, Account 224 Capital Transfers of the External Sector, create the specific source 22403 Governmental Governments and agencies, as follows:
