DECREE No. 574 THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- by Legislative Decree No. 477, dated October 19, 1995 published in the Official Gazette No. 212, Volume No. 329, of November 16 of that year, the Law on Land Transportation, Traffic and Road Safety was issued.
II.- Art. 32 paragraph two of the law refers to the previous paragraph, determines that granting that deliver service on public passenger public transport, by bus and minibus service it may be transmitted only to heirs borrower transportation of any of the procedures described in the act, so that any concession transfer inter vivos is prohibited.
III.- That despite what is stated in the previous paragraph, many operators of public transport public passenger transport by granting, have been transferred to third parties, the vehicles that provided such services, which has caused serious administrative and legal owners of these real difficulties, if they can not acquire such transfers and thereby granting the privileges that those instruments confer holders.
IV.- That in order to avoid service suspension collective passenger transport by entrepreneurs who are in the above circumstances, it becomes necessary to issue appropriate transitional provisions to allow the transfer of concessions to the current owners of vehicles linked to these legal instruments.
THEREFORE,

DECREES: The following transitional provisions:
Art. 1. Any legal person who is providing the public service of collective passenger transport by virtue of having been transferred any of the vehicles described in Article 27 of the Land Transport Act and Road Traffic Safety, linked to a concession, will until the day April 16, 2014, to report this fact to the Vice Ministry of Transport.
Verified that is the information the preceding paragraph, the Department of Transport, in order to avoid the suspension of service, shall transfer the concession to the owner of the vehicle linked to that legal instrument and to make changes in the records to take effect. In these cases the legal person acquires the concession in question, under the same conditions under which it was granted to his predecessor.

In the case of the transfer of permits, such transfers proceed when the acquirer is a licensee or permittee. In these cases, should be amended, the Indenture, to incorporate the latter, the line linked to acquired permission.
The provisions of this Article shall also, in cases where the applicant is a natural person.
To exercise the prerogatives above, applicants must submit the documents by which prove to be the owners of the vehicle in question and that the date is rendering the corresponding service.
Art. 2. The procedures set out in this decree, will generate a rate of fifty dollars of the United States of America, for every vehicle that is the subject of transfer and which must be paid at the collector of the Vice Ministry of Transport.
Art. 3. For the application of the provisions of this Decree shall not apply as stated in Art. 133 of the Law on Procurement of Public Administration.
Art. 4. This Decree shall enter into force on the day of its publication in the Official Journal.
