THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF THE SALVADOR,

CONSIDERING:

I.- That through Legislative Decree No. 405, dated 1 July 2010, published in Official Gazette No. 133, Volume No. 388, of 15 of the same month and year, the Executive Body was authorized in the Treasury Branch, so that by means of its holder or official that he designates, to subscribe on behalf of the State and Government of the Republic of El Salvador, a Loan Agreement with the International Bank of Reconstruction and Promotion, 7811-SV and signed on 19 July 2010, by Legislative Decree No. 439 of 12 August 2010, published in Official Gazette No. 157, Volume No. 388 of 25 of the same month and year.

II.- That Article III – Project, of the aforementioned Loan Convention, states that the coordination of the objectives of the Project will be carried out by the Technical Secretariat of the Presidency, which is responsible for the implementation of Part C: Support for the design and development of the Universal Social Protection System, in the amount of $2,300,000, within which the Technical Assistance Project Code 30029 is currently being implemented, “Support for the Design and Development of the Ismadic.

III.- That in the “General Conditions for Loans”, Article III – Conditions of Loans, Section 3.01. Initial Commission of the aforementioned Convention, it is stated that the beneficiary shall pay the Bank an initial commission on the amount of the Loan at the rate specified in the same Convention, whose amount is equivalent to $125,000, which is requested to incorporate in this opportunity, the provisions of Project Code 30029 mentioned above, in order to finance that requirement.

IV.- That with the purpose that the Presidency of the Republic, through the Technical Secretariat of the Presidency, may cover the payment of the initial commission on the amount of the BIRF Loan Convention 7811-SV, it is necessary to reform the current Budget Law of 2013, voted by Legislative Decree No. 182, dated 8 November 2012, published in Official Gazette No. 228, Volume No. 397, of 5 December of the same year, increasing In addition, in Part III – Expenditure,

the part corresponding to the Presidency of the Republic, Budget Unit 05 Technical Secretariat, increases the allocations of the Working Line 03 Support for the Design and Development of the Universal Social Protection System (BIRF Loan No. 7811-SV), Tax 55 Financial and Others, with the amount of VEINTICINCO MIL/100 DELARES OF THE UNITED STATES OF AMERICA (US$125,000)

in the use of its constitutional powers and at the initiative of the President of the Republic, through the Minister of Finance,

RIGHT:

Art. 1.- The current Budget Act, Section - General Budget BUDGET, introduces the following modifications:

A) In section II – INGRESOS, Rubro 31 Public Indebtedness, Account 314 Recruitment of External Entrepreneurships, insert the Specific Source31404 Of Multilateral Agencies, as follows:
