1 Decree No. 613 the Legislative Assembly of the Republic of EL SALVADOR, considering: (I).-in accordance with article 131, paragraph 11 of the Constitution, is Faculty of this legislature enact, in General, benefits and tax incentives or of any nature, for the promotion of cultural, scientific, agricultural, industrial, or other.
II.-that in El Salvador, the Lions clubs were founded on February 4, 1942, through the delivery of the "letter constituent of the Club of Lions of El Salvador", and throughout history have been dedicated to the needs of the least well-off in each of the communities of our country.
III.-that the Lions Clubs of El Salvador always has been present with its humanitarian aid in different natural disasters that have affected our country, carrying food, blankets, drinking water and all kinds of first-need help, doing also many ophthalmological days throughout the national territory, thus promoting an average of one hundred thousand Salvadorans in total.
IV.-that these clubs have offered, in addition to humanitarian aid, important donations, as that was given in 2001 to the National Hospital of children Benjamin Bloom, and which consisted in a photo Coagulator laser, which would operate to children who suffer from "retinopathy of prematurity", which today is one of the leading causes of blindness of children in our country. Similarly, they have made donations of lenses graduates to more than seven thousand older adults who are in the Ministry of education literacy circles, which have helped to eradicate illiteracy.
V that pursuant to the foregoing, and in order to recognize the work done by the Lions Clubs of our country, who contributed invaluably to the social development of El Salvador, is coming to declare on 4 February each year, "DÍA DE LEONISM in EL SALVADOR".

Decree: Article 1.-declared on 4 February each year, "day of the LEONISM in EL SALVADOR", in recognition of the invaluable contribution that Lions clubs have provided for the social development of El Salvador.
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
