DECREE No. 619 THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
I.- by Legislative Decree No. 340, dated March 20, 2013, published in the Official Journal No. 57, Volume No. 398, 22 of the same year, joined the General State Budget 2013, the amount of FORTY MILLION DOLLARS 00/100 UNITED STATES oF AMERICA (US $ 40,000,000.00) from redirecting made of remnants of the Securities Credit placed in the International Market on November 28, 2012, while increasing the said amount, allocations Branch of Finance, in order that the institution may transfer to the Tribunal Supreme Electoral, TSE, the necessary resources to finance the implementation of Extraordinary Special Event Electoral Budgets for 2014, for the residential vote and the vote from abroad.
II.- by Legislative Decrees Nos. 341, 342 and 343, all dated March 20, 2013, published in the Official Journal No. 57, Volume No. 398 from 22 the same month and year, were approved Extraordinary Special Budgets for the Electoral Event 2014, for $ 33,309,710.00; for the residential vote, for $ 2,586,455.00 and the Voting Abroad 2014, for $ 4,103,835.00, within which, the necessary financing to cover both pre-election expenditures during 2013, completion in the implementation of residential voting level contemplated national, organization and development of the Vow from the Salvadorians Abroad and the same conduct of elections in 2014.
III.- December 2013 fiscal year just ended 31 and under different requirements funds made by the TSE, the bouquet of finance transferred them to the amount of $ 24,222,960.00, which were used to finance pre-election expenses $ 18,105,925.00, complete the implementation of the residential vote nationally for $ 2,586,455.00, and organize logistics and promotion Voting Abroad for $ 3,530,580.00; in that sense, an available balance unperformed $ 15,777,040.00, which is required to incorporate assignments that Ministry, in order to subsequently move to the different Special Budgets Extraordinary to continue financing expenses related to the conduct of elections is recorded which will take place on February 2, 2014 and if necessary, a second election, which would be held on March 9 this year.
IV.- That the aforementioned resources are available remnants of Credit Securities (Bonds), which are programmed in the current Budget Act of 2014, passed by Legislative Decree No. 522, dated 31 October 2013, published in the Official Gazette No. 225, Volume No. 401, December 2nd that same year; therefore, it deemed necessary to perform the
corresponding changes in the share of income and expenses, in order to incorporate the amount of FIFTEEN MILLION SEVEN HUNDRED AND SEVENTY-SEVEN THOUSAND FORTY 00/100 DOLLARS OF THE UNITED STATES OF AMERICA (US $ 15,777,040.00).

A: 1. In the current Budget Law, Section -A General State Budget, the following changes are introduced. In Section II - INCOME, Item 31 Public Debt, would incorporate features 312 Placements Securities in the foreign market and the specific source 31201 bonds, with the value of FIFTEEN MILLION SEVEN HUNDRED AND SEVENTY-SEVEN THOUSAND FORTY 00/100 DOLLARS THE UNITED STATES OF AMERICA (US $ 15,777,040.00).
B. In Section III - EXPENSES in the share BOUQUET OF FINANCE, literal B. Resource Allocation, paragraph 4.
