DECREE NO 688

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That pursuant to Article 131, number 22 of the Constitution of the Republic, it is the faculty of this State Body, to grant to persons or to populations, Titles, Honorific Distances and Compatible Degrees with the form of government established, by altruistic and humanitarian services, relevant

II.-That article 6, literal b) of the Law of Honorific Distances, Gratitude and Titles, establishes that the nomination of "Noble Friend or Amiga of El Salvador", constitutes a very high distinction that can be awarded when, In the case of foreign persons, the facts that are intended to be donated constitute a benefit for the State of El Salvador or for the Salvadoran population.

III.-That Mr. Shmulik Arie Bass, born in Israel in 1963, Licenced in Studies of the Middle East and Political Science of the University of Tel Aviv, with Master in Science Politics of the University of Tel Aviv, within his outstanding career as a diplomat, has excelled in positions such as: Counsellor in the Department of Africa, 2010; Counsellor in the Department of the Maghreb, Syria, Lebanon, 2008-2010; Counsellor in the International Department of the Center for Political Research, 2007-2008; Counsellor for Political Affairs, Information and Culture of the Israeli Embassy in Tokyo, Japan, 2003-2007; Counsellor in the Department of Economic Affairs, 2002-2003; First Secretary in the Department of Economic Affairs, 2001-2002; Sub-Head of Mission of Israel in Nicosia, 1999-2001; First Secretary at the Israeli Embassy in Canberra, 1996-1999; Second Secretary of the Department of Oceania, Asia and Pacific, 1995-1996; and, Second Secretary at the Israeli Embassy in Tokyo, Japan, 1994-1995.

IV.-That in October 2011, the Government of Israel appointed Mr. Shmulik Bass, as Ambassador Extraordinary and Plenipotentiary of Israel in the Republic of El Salvador, who during his diplomatic administration has been responsible for to carry out various projects that have benefited our country and its population, consolidating the bonds of friendship and collaboration between our peoples and governments, strengthening bilateral relations, working for the benefit of all the people The Salvadoran government, with social projects, technical cooperation on various issues, and the strengthening of the cooperation for advancement in academic, political, social, religious and cultural areas.

V.-That Mr. Shmulik Bass's human quality and efficient management have allowed him to receive multiple recognitions from various institutions public and private, as a thank you for the support received especially in the area of education, providing teaching material to people most in need and

scholarships for their development, collaborating in the construction of classrooms in educational centers and centers

VI.-That by virtue of the merits mentioned above, it is appropriate to confer on the Lord Shmulik Arie Bass, Ambassador Extraordinary and Plenipotentiary of Israel in the Republic of El Salvador, the maximum This is an award granted by the State Authority to foreigners, declaring it " NOBLE FRIEND OF THE SALVADOR ", in recognition of its outstanding diplomatic trajectory, as well as its invaluable support for the Salvadoran population, consolidating the bonds of friendship and collaboration between our peoples and governments, strengthening relations bilateral, working for the benefit of all the inhabitants of our nation, with social projects, technical cooperation on various topics for advancement in the academic, political, social, religious and cultural areas between the governments of Israel and El Salvador.

DECCRETA:

Art. 1.-To declare to Lord Shmulik Arie Bass, Ambassador Extraordinary and Plenipotentiary of Israel in the Republic of El Salvador, "NOBLE FRIEND OF EL SALVADOR", as recognition of his outstanding diplomatic trajectory, as well as for his invaluable support to the Salvadoran population, consolidating the bonds of friendship and collaboration between our peoples and governments, strengthening bilateral relations, working for the benefit of all the inhabitants of our nation, with social projects, cooperation technical in various fields for advancement in academic, political, social, religious and cultural.

Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
