DECREE No. 714
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
WHEREAS:
I.-That by Decree No. 534 dated 7 November 2013, published in Official Journal No 223, Volume No. 401 of 28 November 2013, the " Special Law on the Extinction of the Domain and the Administration of Goods of Origin or Illicit Destination ".
II.-That Articles 17 and 18 of the aforementioned Law establish the obligation to create the Specialized Courts in the Extinction of Domain, corresponding to First and Second Instance.
III. The Court of Justice of the European Court of Justice of the European Court of Justice of the European Court of Justice of the European Court of Justice of the European Union Consequently, the reforms corresponding to the Judicial Organic Law should be introduced, so that the Specialised Courts in the Extinction of Domain, First and Second Instance, respectively, are created.
IV. The Supreme Court of Justice will have to have the form of organization and administrative form of the courts, taking into account the modernization of the Judicial Branch.

DECCRETA:
Creation of Courts Specialized
Art. 1.-Create the Jurisdiction Specialised in the Extinction of Domain and the jurisdiction that corresponds, in the first and second instance, to the Court and Chamber respectively, those who will develop their judicial function, as established in the Constitution of the Republic, relevant conventions and treaties, special legislation and related laws, which will have exclusive competence to know the action of extinction of domain.
First Instance:
Specialized Court in Extinction of Domain, with residence in San Salvador, and competition in all territory of the Republic.

Second Instance:
Specialized Chamber on Domain Extinction, with residence in San Salvador and competition throughout the territory of the Republic. You will be aware of the appeal of the final judgments and other interlocutors that point to the Law of the Matter, pronounced by the Specialized Court of Domain Extinction.
Faculties of the Supreme Court of Justice
Art. 2.-The Supreme Court of Justice, may have the use of electronic, optical, magnetic, telematic, computer and other technologies for the service of the Specialised Court and Chamber of Extinction of Domain. the smooth operation of the law offices.
Transitional Provision
Art. 3.-Extend, on a transitional basis, the jurisdiction and jurisdiction of the First Criminal Chamber of the First Section of the Center, so that it may know of the resources presented against final decisions or interlocutors pronounced by the Specialized in the Extinction of Domain, until a specialized Chamber is created, which will be subject to the Supreme Court of Justice, taking into account the increase in the workload.
Regular Reports
Art. 4.-The Courts referred to above shall report quarterly to the Supreme Court of Justice, on progress in debugging and finalisation of processes.
The reports referred to in this provision shall be prepared by payroll containing the following information: reference, file number, procedural parts, procedural stage, description of number of pieces and number of pages that compose it.
Also, the signatures of the titular Judge, the Secretary of Acts and the seal of the respective Court.
Art. 5.-The provisions of this Decree shall be incorporated into the Law of the Judicial Organic Law.
Art. 6.-This Decree will enter into force eight days after its publication in the Official Journal.
