DECREE No. 715 THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I. That the first paragraph of Article 1 of the Constitution of the Republic establishes that "El Salvador recognizes the human person as the origin and purpose of the activity of the state, which is organized for the attainment of justice, legal security and the common good".
II.- That the General Education Law, approved by Legislative Decree No. 917, dated December 12, 1996, published in the Official Gazette No. 242, Volume No. 333, dated December 21, 1996, provides in Article 1 that: "education is a lifelong process, personal, cultural and social training that is based on a comprehensive conception of the human person, their dignity, their rights and their duties."
III.- That the elimination of existing communication barriers in Salvadoran society for the deaf, is now an imperative for the promotion of equal opportunities, and fundamentally, so that this sector of society can free access to all kinds of studies and achieve comprehensive training in prevailing compliance with the essential purpose of education, such as the comprehensive development of the personality in its spiritual, moral and social dimension and contribute to building of a more prosperous, just and humane democratic society.
IV.- That to comply with the foregoing, it is necessary to incorporate in the General Education Act, recognition of Salvadoran Sign Language -LESSA, such as natural and Salvadoran official language of deaf people, which is it possible, respect and development of linguistic identity of persons belonging to this community, and promote non-discrimination of deaf people in different walks of life.
THEREFORE,

DECREES the following:
REFORM LAW OF EDUCATION
Art. 1. Incorporate an article 15-A, between Articles 15 and 16 of the General Education Law, as follows:
"Art. 15-A.- Salvadoran Sign Language is recognized - LESSA, as natural and Salvadoran official language of deaf people; therefore all activities undertaken for this sector of society, must be carried out in strict compliance with this provision, therefore, the State is obliged to ensure their education and conservation. "

Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
