DECREE NO 744
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-As a result of the United Nations Framework Convention on Climate Change (UNFCCC), the Cooperative Fund for Forest Carbon (FCPF) was created in 2008, which is administered in a manner the International Bank for Reconstruction and Development (World Bank), with the aim of assisting developing countries in their efforts to reduce emissions from deforestation and forest degradation and to promote conservation, sustainable management of forests and the enhancement of forest carbon stocks (known as REDD +), the Government of El Salvador being one of the participating countries of the Convention, with the opportunity to access the Fund.
II.-That dated 19 July 2011, the Donation Agreement No. TF 099529 was signed, by a amount of $200,000.00 between the Government of El Salvador, through the Ministry of Environment and Resources Natural and the International Bank for Reconstruction and Development (World Bank), which served to finance the investment project N ° 40585 "Formulation of the Proposal for Preparation for REDD Plus", which yielded as an initial result, the design of An Integrated Monitoring System for Measurement, Reporting and Verification of Changes in Deforestation and/or Degradation of Forests and the Process of Increased Carbon Reserves and Co-Benefits.
III.-That the Proposal for the Phase of Preparation was presented to the Committee of Participants of the FCPF, who agreed to assign a donation to the Government of El Salvador of $3,600,000.00, in order to move forward with the preparation of the Strategy National REDD +; in this sense, dated December 24, 2013 the second Donation Agreement No. TF 099529 was signed between the Government of El Salvador, through the Minister of Finance and the International Bank for Reconstruction and Development (World Bank) as a trustee of the Cooperative Fund for the Carbon of Forests, FCPF, in the amount of referred to, to continue with the process of designing and preparing the National Strategy REDD +.
IV.-That the Ministry of the Environment and Natural Resources, requires the use of resources from such donation up to an amount of $733,690.00 to finance the Public Investment Project No. 6164 " Preparation of Proposal Readiness of El Salvador for the Cooperative Fund for the Carbon of Forests (at national level) ", resources that will be used mainly for: Official attentions (Workshops, working tables and follow-up meetings) $195,166.00; Leases and Goods of Use and Consumption Miscellaneous $81,610.00; Environmental Services Consultations and Other $282,162, 00; Legal Services $83,752, 00; Transferable, Computer Equipment and Software $91,000; the

which aim to support the process of designing and preparing the National Strategy REDD + will serve as a guiding framework for developing capabilities at systemic and human resources levels that will enable it to implement climate finance strategy and uptake.
V.-That with the purpose of the Ramo de Environment and Natural Resources can incorporate Project 6164 " Preparation of Proposal Readiness of El Salvador for the Cooperative Fund for the Carbon of Forests (at national level) ", it is necessary to reform the Law of the Budget, in Section II-REVENUE, Rubro 22 Transfers of Capital, Account 224 Transfers Capital of the External Sector, increasing the Specific Source 22404 of Multilateral Organizations, in SEVEN HUNDRED AND THIRTY-THREE THOUSAND SIX HUNDRED AND NINETY 00/100 DOLLARS OF THE UNITED STATES OF AMERICA (US$ 733,690.00); likewise, in the III-EXPENDITURE, in the part corresponding to the Environment and Natural Resources, Unit Budget 04 Programs and Environmental Projects, the Working Line 05 Preparation of the Readiness Proposal of El Salvador for the Cooperative Fund for the Carbon of the Forests, with the amount of SEVEN HUNDRED AND THIRTY-THREE THOUSAND SIX HUNDRED NINETY 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 733,690.00), in the Rubro of Pool 54 Procurement of Goods and Services, the amount of SIX HUNDRED AND FORTY TWO THOUSAND SIX HUNDRED AND NINETY 00/100 DOLLARS OF THE UNITED STATES OF AMERICA (US$ 642,690.00) and the Rubro of Pool 61 Investments in Fixed Assets, the NINETY-ONE THOUSAND DOLLARS IN THE UNITED STATES OF AMERICA (US$ 91,000.00). In addition, the Relationship with Assigned Resources, Budget Allocation by Group, Source of Financing and Economic Destination is added and the List of Public Investment Projects is modified, incorporating the Project with Code 6164 "Preparation of the Readiness Proposal of El Salvador for the Cooperative Fund for the Carbon of Forests (at national level)", for the amount of SEVEN HUNDRED AND THIRTY-THREE THOUSAND SIX HUNDRED AND NINETY 00/100 US DOLLARS AMERICA (US$ 733,690.00).

in use of its Constitutional powers and on the initiative of the President of the Republic, through the Minister of Finance.
DECCRETA:
Art. 1.-In the current Budget Law, Section -A GENERAL BUDGET OF THE STATE, the following modifications are introduced:
A) In Section II-REVENUE, Rubro 22 Transfers of Capital, Account 224 Transfers of Capital of the Sector External, increase the specific source 22404 From Multiside Organisms, as well:

C) The resources that are incorporated by this Legislative Decree by the value of SEVEN HUNDRED AND THIRTY-THREE THOUSAND SIX HUNDRED AND NINETY 00/100 UNITED STATES DOLLARS (USD 733,690.00), must be applied to the Source of Resources 9 International Bank for Reconstruction and Development.
Art. 2.-This Decree shall enter into force from the day of its publication in the Official Journal.
