DECREE NO 752
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That the Constitution establishes that a Superior Council of Public Health, will ensure the health of the people, which will be formed by equal number of representatives of the guilds: medical, dental, pharmaceutical chemist, veterinary physician, clinical laboratory, psychology, nursing, and others at a bachelor's level the Council has previously qualified to have its own board.
II.-That by Legislative Decree No 955, dated 28 April 1988, published in Official Journal No 86, Volume No 299 of 11 May of the same year, The Health Code.
III.-That the Health Code establishes that the Superior Council of Public Health will be composed of twenty-three members, formed as follows: a President and a Secretary appointed by the Executive Body and three elected representatives from among its members for each of the guilds that make it up.
IV.- That five representatives will also be elected for each of the Audit Boards of each of the guilds, mentioned in recital (I) of this Decree.
V.-That the mechanism of election of the representatives of the aforementioned Council and the Together with Surveillance, it is centralized, which prevents a true participatory democracy; therefore, it is convenient to facilitate the access of professionals who are part of it, issuing the following reform to the Health Code.
POR TANTO,
in use of its Constitutional powers and at the initiative of the Deputies Manuel Orlando Cabrera Candray and Ricardo Humberto Contreras Henriquez.
DECCRETA: the following reform to Art. 10 of the Health Code, issued by Legislative Decree No. 955, dated April 28, 1988, published in Official Journal No. 86, Volume No. 299 May 11, the same year.
Art. 1.-Reform the points 1o, 2o and 3o of Art. 10 of the Health Code as follows:
" The election of the representatives of each union, to integrate the Council and the Boards, will be carried out by direct, equal, secret ballot and staff. It will be held simultaneously in the place and day indicated in the call, in the Departmental Headers of Santa Ana, San Salvador, San Vicente and San Miguel; in the hours of the eight hours at seventeen hours.

The call will be made thirty days in advance, at least, to the date indicated for the The election will be published in the Official Journal and in two newspapers with greater circulation, which will also include: period of registration of candidates, propaganda, participation of guilds and candidates in electoral surveillance and other procedural aspects. Professionals who are solvent with the payment of the corresponding annuity and who are therefore included in the register will be able to exercise the vote that will be available for consultation on the Council's website and printed on the site and day of the election. Voters will identify with their Single Identity Document or the professional meat extended by the respective Supervisory Board.
The outcome of the election will only proceed with the review appeal to the Higher Health Council. Public, which shall be exercised within three days of the publication of the results on the Council's website, and the Council shall, in the following session, resolve the matter in which the appeal was granted. '
TRANSIENT DISPOSITION
Art. 2. To facilitate the implementation of the previous reform, to Art. 10 of the Health Code, contained in this Decree, the period of the current members of the Superior Council of Public Health and the Boards of Surveillance, will be extended from the Following manner:
a) Consejales of the Medical, Odontological, Veterinary and Chemical Pharmaceutical Guilds; until December 31, 2014; and,
b) Members of the Boards of Surveillance in Nursing, Clinical Laboratory and Psychology; until 30 October 2015.
Art. 3.-This Decree shall enter into force eight days after its publication in the Official Journal.
