DECREE NO 811

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That by Legislative Decree No. 307 dated February 14, 2013, published in Official Journal No. 40, Volume No. 398 of the same month and year, the Law of Political Parties was issued.

II.-Article 37 of that Law, orders the Assembly of Deputies to the Legislative Assembly, the Central American Parliament and the members of the Municipal Councils, must be made up of at least thirty percent of women.

III.-That some electoral actors have expressed doubts about the application of this percentage, so that, in order to dispel any concerns about it, It is necessary to reform that provision.

BY TANTO,

in use of its Constitutional powers and at the initiative of the Diputados and Deputies Norma Fidelia Guevara de Ramírios, Mariella Peña Pinto, Jackeline Noemi Rivera Avalos, Alberto Armando Romero Rodriguez and Nelson de Jesus Quintanilla Gomez.

DECRETA the following:

POLITICAL PARTY LAW REFORM

Art. 1.-Add three points at the end of Article 37 as follows:

" This percentage will be applied to each National, Departmental and Municipal payroll, according to the registration of candidates and candidates that each political party or coalition present in the National, Departmental and Municipal constituencies. Each planilla will be considered in a comprehensive way, that is, including bids from owners and alternates.

In the case of the plans with candidates for Municipal Councils, the thirty percent minimum participation of women will be (b) the rules governing the application of the rules of procedure laid down in Article 165 (1) of Regulation (EC) No 516/2003 of the European Parliament and of the European Parliament and of the European Parliament and of the European Parliament and of the European Parliament and of the European Parliament

Supreme Electoral Tribunal will have to verify that the political parties or coalitions comply with the provisions of this article, so that the elected municipal councils reach in their conformation, the effective participation of at least thirty percent of women. "

Art. 2.-This Decree shall enter into force eight days after its publication in the Official Journal.
