1 Decree N ° 893 the Legislative Assembly of the Republic of EL SALVADOR, considering: (I).-in accordance with rule 131, Ordinal º 22 of the Constitution of the Republic, Faculty of this State body is granted to individuals or populations, titles, honorary distinctions and gratuities consistent with the form of Government established by relevant services to the homeland.
II.-that article 6, literal c) honorary distinctions, rewards and titles Act, establishes that the honorary distinctions of remarkable and distinguished or accomplished, in their order of importance, may be granted to Salvadoran people and foreign residents, when services or contributions that have been given to the homeland, is related to the dissemination and use of science art, culture, education and sport or any other form of altruistic or collective service; such a way that represents an undeniable benefit for the Salvadoran Government or its inhabitants.
III.-that the master César Napoleón Menéndez Pineda, born March 18, 1954 in Sonsonate City, at an early age discovered his vocation towards the arts, becoming a creditor of its first award in the student painting contest organized by the Ministry of education, after which he received a scholarship to begin his studies at the National Center of Arts - dinner.
IV.-that the master César Napoleón Menéndez Pineda, has managed to expose his work permanently in collections of great international prestige such as the Museum of modern art in New York, Museum of Latin American art in Long Beach, California, Art Museum of the Americas in Washington D. C., and el Museo del Barrio in New York; having done several exhibitions, both individual and collective, in El Salvador, Spain, Italy, Cuba, United States, Colombia, Panama, Argentina, Guatemala, Costa Rica and Ecuador.
V that the talent of the master Menéndez, has earned it various awards, which include, the distinction in the first biennial in the city of Miami in 1987, Honorable mention in the art biennial in Ecuador, as well as various awards to his artistic talent in the second national contest of painting at the national exhibition hall in El Salvador in 1990; having been awarded by the Government of France with the "order of Knight of the arts and of letters", as well as by the Municipal Government of Armenia, Sonsonate Department, as "He son of the Armenia city".
VI. under the above merits, is coming to give the honorable distinction of "distinguished artist plastic of EL SALVADOR", the master 2 César Napoleon Menéndez Pineda, in recognition of his invaluable contributions to the art and culture of our country.
Therefore, use of his constitutional powers and initiative de el Diputado Presidente Othon Sigfrido Reyes Morales.
DECREES: Article 1.-declare to the master César Napoleón Menéndez Pineda, "Distinguished artist of EL SALVADOR", in recognition of his invaluable contributions to the art and culture of our country.
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
