1 Decree N ° 903, the Legislative Assembly of the Republic of EL SALVADOR: I.-that the Pan American Health Organization - PAHO, universal health coverage means that all individuals have access to the quality services they need, including promotion, prevention, cure, rehabilitation and palliative care, without having to go through financial difficulties to pay for them.
II.-that Universal health coverage is a comprehensive for our health systems goal, to ensure that everyone - including those most poor, vulnerable and excluded from society - have access to quality services, integrated and based on the primary health care, throughout its life cycle.
III. that one billion people lack basic health services and one hundred million fall into poverty each year trying to access such services.
IV.-that Universal health coverage is attainable, because of which, more than seventy countries of all levels of income, are taking steps to ensure access to medical care of quality without financial hardship.
V-when all people have access to basic health services, can prevent, treat life-threatening diseases and save lives; transforming communities, economies and Nations, being a right, not a privilege, and must not rely on access to health care of quality, economic reasons.

DECREES: Art.1-declared on 12 December of each year as "Day of the UNIVERSAL coverage in health".
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
