CONSTITUTIONAL REFORM AGREEMENT N ° 3

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR SALVADOR,

CONSIDERING:

I.-That in accordance with the provisions of Articles 124 and 202 of the Constitution of the Republic, the deputies and deputies of the Legislative Assembly and the members of the Municipal Councils are elected by a period of three years.

II.-That the said period becomes insufficient for that the above mentioned officials can materialize the goals, programs and plans of government proposed by

the political parties to their constituents; likewise, it generates the constant realization of electoral events, circumstance that increase the State's expenditure for that purpose.

III.-That taking into account that an important feature of the definition of the political system in our Constitution is its pluralistic character, it is considered appropriate to equate the periods of The functions of the Municipal Council members

and the Legislative Assembly, with the presidential term, avoiding the concurrency of elections.

IV.-That the circumstances before related return the reform to the relevant articles of the Constitution, in order to extend the period for which they must be elected the deputies and deputies of the Legislative Assembly

and the Municipal Councils, thus achieving a reduction in the expenses that the State allocates to the organization of elections and the payment of political debt.

V. The purpose of separating the Presidential elections from the Legislative and Municipal Elections must be temporarily regulate the period of functions of the deputies and deputies as well as members of municipal councils that

will have to take possession of their posts on May 1 of the year two thousand eighteen.

AGREES:

Reforming the Constitution of the Republic issued by Constituent Decree No 38, dated

15 December 1983, published in Official Journal No 234, Volume No 281 of 16 of the same month and year and its subsequent reforms, which shall be understood jointly for ratification.

Art. 1.-Reform Art. 124 as follows:

" Art. 124. The deputies and deputies of the Legislative Assembly will last five years and may be re-elected; their term will begin on May 1 of the year in which they will have to take

possession of their posts. The deputies and deputies to the Central American Parliament will be renewed in their posts in the period, form and deadline set in the respective treaty and the law. The requirements that must be met by each other will be those determined in the Constitution, the respective treaty and the Law. "

Art.2.-Reform the second paragraph of Art. 202 as follows:

" The members of the Municipal Councils shall be greater than twenty-one years of age, originating or of the address of the Municipality for which they are elected; will take office for the period of

five years and will be able to be re-elected. The requirements to be met by such officials shall be determined in the Constitution and in the Law. "

Art. 3.-Transitional provision.

" The period of the deputies, deputies and members of the municipal councils elected to take possession of their posts on one of May of the year two thousand eighteen, will conclude on the thirties of April of the year two thousand Twenty-two. "
