1. Decree No. 996 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that through Legislative Decree N ° 353, dated October 19, 1989, published in the official journal N ° 200, volume N ° 305, 30 of the same month and year, issued the law of the Salvadoran Coffee Council, which created the Salvadoran Coffee Council as a State institution of autonomous, with representation from the private sector, becoming the superior authority in national coffee policy and other activities related to the agro-industry of coffee.
II.-in order to upgrade the performance of the Salvadoran Coffee Council, in his capacity as the governing body of the national coffee, to the reality facing the growing sector, is necessary to reform some provisions of the law of the Salvadoran Coffee Council.
Therefore, in use of his constitutional powers and at the initiative of the President of the Republic through the Minister of the economy, DECREED the following: reforms to the law of the SALVADOREAN Council of the coffee article 1.-reforming article 3, in the following manner: "address article 3.-Council will have his home and headquarters in the city of Santa Tecla" , La Libertad. For the fulfilment of its purposes, you can open offices in any place of the Republic or abroad, where the Board considers it necessary."
Article 2.-Add to article 4 letter e) and a final subsection, in the following manner: "e) encourage the development of investigations and experiments in the field of Agronomy, agrology and technology of coffee, in order to increase their productivity and improve their quality; also, apply such research and experiments to promote the industrialization of coffee, trying to reduce the cost of production and obtain a better use of by-products."
2 "For compliance as provided in the above literals, the Council is empowered to celebrate with entities, governmental and non-governmental, national or international, the documents which are necessary for the fulfilment of the institutional purposes."
Article 3.-replace in article 7 the Roman I) and the final subsection, in the following manner: "I) (Public Sector: to) Minister of agriculture and livestock;"
(b) President of the Banco Central de Reserva de El Salvador;
(c) Minister of environment and natural resources; and, (d) Minister of tourism.
The directory will be chaired by the Minister of agriculture and livestock, and failing that, by the owner which follow in the order of literals above indicated."
Article 4.-reform in article 11, the latter follows paragraph: "the resolutions of the Board, shall be recorded in a book of proceedings, which will be authorized by the Minister of agriculture and livestock."
Article 5.-Reforming paragraph 4) of the third subparagraph of article 20, in the following manner: "4) apply daily differential agreed by the Board of Directors, in accordance with articles 26 and 27 of this Act in order to determine the FOB price and seated on a book which will be specially for that purpose, which must be authorized by the Ministry of agriculture and livestock;"
Article 6.-reforming article 52, in the following manner: "Relations with the organ Executive article 52.-in its relations with the Executive Body, the Council will do so through the Ministry of agriculture and livestock, through his head."
Article 7.-reform article 57, second subsection, in the following manner: "such memory will be presented to the Minister of agriculture and livestock and it should be printed and widely diffused."
Article 8.-this Decree shall enter into force eight days after its publication in the official journal.
