CONSTITUTIONAL REFORM AGREEMENT No. 4
THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- under Article 1 of the Constitution, El Salvador recognizes the human person as the origin and purpose of the activity of the State and therefore
is their obligation to ensure the inhabitants the enjoyment of liberty, health, culture, economic welfare and social justice.
II.- internationally, has recognized that the right to drinking water and sanitation is a human right essential to the full enjoyment of life, dignity and all human rights. It was also stressed that
the right to adequate food is essential to the enjoyment and exercise of all other human rights and fundamental freedoms.
III.- various international treaties and declarations recognize the right of every human being to an adequate standard of living for himself and his family, including adequate food, clothing and housing, and to the continuous improvement of living conditions.
IV.- That, in the Committee on Economic, Social and Cultural Rights of the United Nations opinion, the right to water includes the right of everyone to
have sufficient, safe, acceptable, physically accessible and affordable water for personal and domestic use. It has also supported the Committee that the right to food is realized when every man, woman and child, have physical and economic access
to adequate food or means for its procurement.
V. The recognition of these fundamental rights in our Constitution
expand the possibilities of constitutional protection and lay the foundation for improving the quality of life of the inhabitants of the Nation.
THEREFORE,
in exercise of its constitutional powers and with the initiative of the deputies:
Othon Sigfrido Reyes Morales, Guillermo Gallegos Antonio Navarrete, Lourdes Irma Palacios Vásquez, Hortensia Margarita Lopez Quintana, Audelia Guadalupe Kleutgens Lopez, Mario Alberto Guerrero Tenorio, Carlos Cortez Hernández, Jackeline Noemi Rivera Avalos, Gilberto Valdez Jaime Hernandez, Karina Ivette Sosa
Lara, Nery Arely Diaz de Rivera, Norma Guevara Ramirios Fidelia, Santiago Alfaro and Yohalmo Edmundo Flores Cabrera Chacon.
AGREES: The following amendment to the Constitution, issued by Constitutional Decree No. 38, dated December 15, 1983, published in the Official Gazette No. 234, Volume No. 281, dated December 16 the same year, of the Constituent Assembly.

Section 1. reformed the PUBLIC HEALTH AND WELFARE section located in Section Four, Chapter II, Social Rights, Title II, Fundamental Rights and Guarantees of the Person,

SECTION FOUR PUBLIC HEALTH, FOOD, WATER aND SOCIAL WELFARE"
reformed Article 2. Article 69, as follows:.
"Article 69. the State shall provide the necessary resources and
indispensable for permanent quality control of chemical, pharmaceutical and veterinary products, through monitoring agencies. The State also control the quality of foodstuffs and environmental conditions that may affect the health and well-being.
Everyone has the right to adequate food. The state is obliged to create a policy on food and nutrition security for all inhabitants. A law shall regulate this matter.
Water is an essential resource for life, therefore, the State is obliged harness and preserve water resources and ensure their access to inhabitants. The State shall establish public policies and the law shall regulate this matter "

April of two thousand and fifteen.
