DECREE NO 968
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That by Legislative Decree No. 1057 dated April 19, 2012,
published in Official Journal No. 73, Volume No. 395, of the 23rd of the same month and year, the Legislative Assembly authorized the Executive Body in the Ramo of the Treasury, so that through its Holder or the official that he will appoint, he will subscribe
name of the State and Government of the Republic of El Salvador a Loan Contract with the Central American Bank for Economic Integration (BCIE), in the amount of SIXTY 00/100 MILLION U.S. DOLLARS
UNITED OF AMERICA ($60,000,000.00), resources for the implementation of the Program "Plan of Family Agriculture and Rural Entrepreneurship for Food and Nutritional Safety"; Contract that was approved by
Legislative Decree No. 245, dated 19 December December 2012, published in Official Journal No 239, Volume No. 397 of 20 of the same month and year.
II. by Legislative Decree No. 436, dated July 31, 2013, published
in the Official Journal No. 143, Volume N ° 400, of August 8 of the same year, the amount of $31,376,695.00 was incorporated into the Law of Budget 2013, with the purpose that the Ministry of Agriculture and Livestock, MAG will execute the Program
5562 "Project of Support to Family Agriculture (PAAF)"; however, only 13.9% of this amount was executed, which is equivalent to $4,349,006.00.
III.-That in the Law of Budget 2014 voted by Legislative Decree No. 522, dated October 31, 2013, published in the Official Journal No. 225, Volume No. 401, of December 2 of the same year, the MAG programmed resources of the aforementioned
BCIE No 2077 loan in the amount of $18,337.155.00, for the purpose of continuing with the execution of Program 5562; in addition, by Legislative Decree No. 719, dated June 20, 2014, published in the Official Journal
N ° 122, Volume N ° 404, on July 3 of the same year, additional resources were incorporated for $22,849,750.00, for the purpose of to finance activities complementary to those scheduled in that fiscal year, making a total of
$41,186.905.00, with charge of the aforementioned Prestamo BCIE N ° 2077; of whose amount only 44.8% was due equivalent to $18,448,526.00
IV.-That in the current Budget Law, voted by Legislative Decree No. 866, dated November 20, 2014, published in Official Journal No. 229, Volume No. 405 of December 8 of the same year, resources have been programmed
corresponding to the aforementioned BCIE Loan N ° 2077 in the amount of $10,286,150.00 and General Fund by $748,600.00, as a counterpart, in order to give continuity to the implementation of the Program 5562 Family Farming Support Project (PAAF).

V.-That notwithstanding the above, the Agriculture and Livestock Ramo requires adding to the The amount of
$26,916.320.00 under the BCIE Loan No. 2077, which corresponds to the balance available to date, as it intends to increase the activities to be carried out in the present fiscal year 2015 in the National Supply Program
for Food Security and Nutritional for $10,321,615.00, in order to provide inputs, equipment and tools to strengthen the systems of production and supply of rural families; Program of Agriculture
Family for the Productive Chain $9,465,485.00, for the purchase of goods to improve the competitiveness of rural businesses and the production chain; Program for Agricultural Innovation by
$6,357,320.00, to provide knowledge and technology to increase and support the competitiveness of the beneficiaries in the market and the Liaison Programme with the Industry and Commerce for $771,900.00, to establish mechanisms of
coordination and donation of incentives with private sector companies, to encourage business between big business and small and medium associations family farmers.
VI.-That, to the effect that the Ramo of Agriculture and Livestock, can count on the necessary resources to supplement the allocations of that Program during the present fiscal year 2015, it is required to modify the Law of
Current Budget, increasing in Section II-Revenue, the Specific Source 31404 From Multilateral Organizations, with the amount of TWENTY-SIX MILLION NINE HUNDRED AND SIXTEEN THOUSAND THREE HUNDRED AND TWENTY 00/100
DOLLARS FROM THE UNITED STATES OF AMERICA ($26,916.320.00); and in Section III -EXPENSES, in the part corresponding to the Sector of Agriculture and Livestock, modifying the Budget Unit 11 Family Agriculture Plan
and Rural Emprendursurism, with the amount of TWENTY-SIX MILLION NINE HUNDRED AND SIXTEEN THOUSAND THREE HUNDRED AND TWENTY 00/100 US DOLLARS OF AMERICA ($26,916.320.00), distributed in their respective
Work Lines 01 Food and Nutrition Security, 02 Productive Chaining, 03 Agricultural Innovation and 04 Liaison with Industry and Commerce.

Art. 1.-In the current Budget Law, Section-A General Budget of the State, the following changes are introduced:

C) The resources that are incorporated by this Legislative Decree by value of Twenty-six
MILLIONS NINE HUNDRED AND SIXTEEN THOUSAND THREE HUNDRED AND TWENTY 00/100 DOLLARS FROM THE STATES UNITED OF AMERICA ($26, 916.320.00), must be applied to the Source of Resources 6 Central American Bank for Economic Integration.
Art. 2.-This Decree shall enter into force from the day of its publication in the Official Journal.
