DECREE NO 983

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That Article 53 of the Constitution of the Republic establishes that the right

to education and culture is inherent in the human person; consequently, it is the primary obligation and purpose of the State its conservation, promotion and dissemination.

II.-Also, Article 51 of the Special Law of Protection of the Cultural Heritage of El Salvador, establishes that cultural goods will be recognized by

means of Legislative Decree, Executive Decree or Internal Resolution of the Ministry as the case may be. The Legislative Body will recognize by Decree the quality of the National Monument; the Historical Center; Area, Zone, Site, Place,

Cultural or Historical Set. The Cultural Good will be recognized in the manner prescribed in this Law and its regulations.

III.-That based on the technical description presented by the Secretariat of Culture

through the National Directorate of Cultural Heritage and Address of the Registry of Cultural Property, it was recommended that "Historic Site" be declared the place where the Casco of the Hacienda Santo Santo, located in Caserio and Canton

Holy Spirit, Sessioni Municipality, Department of San Miguel; since according to the established perimeter delimitations, the building meets the requirements essential for its conservation, protection and safeguarding.

IV.-That the perimeter mentioned in the previous recital, meets the legal requirements to be declared "Historic Site", which on the basis of the assessment

realized, has indispensable requirements such as historical, social and symbolic values, for possessing outstanding elements in forming part of the identity and memory of the population, as well as constituting a place

related to events or memories of the past, as is the case with the life of Captain General Gerardo Neighborhoods whose childhood and youth developed in this place, and the battle of April 6, 1839, a momentous event

in defense of the dignity and freedom of the Salvadoran people.

DECRETA:

Art. 1.-Declare as "Historic Site", the place in which the Hacienda Casco is located

Holy Spirit, located in Caserio and Canton Espíritu Santo, Municipality of Sesori, Department of San Miguel, in accordance with the area defined starts from the Neor-West corner which is the number one mojon, by means of the perimeters to describe:

TO THE SOUTH: In two sections: Tramo One with course North seventy-two degrees zero nine minutes zero two seconds West distance from fourteen meters with fifty-six centimeters. Stretch Two with

heading North sixty and a zero degree four minutes thirteen seconds West distance of twenty meters with zero five centimeters, linting in these stretches with land of Don Israel Arturo Ruiz.

AL PONENTERO: In a single stretch North for seventeen degrees zero six minutes thirty-three seconds East, distance of twenty-nine meters with fifty centimeters, lingiving in this stretch with land of the same Don Israel Arturo Ruiz.

AL NORTE: In a single stretch with direction South fifty-nine degrees nineteen minutes fifty-one seconds East, distance of forty and Five meters with ninety-five centimeters, bordering on this stretch with land of the same Don Israel Arturo Ruiz.

TO THE ORIENT: In two sections: Tramo One with course South thirty-seven degrees zero three minutes ten seconds West, distance from sixteen meters with sixty centimeters. Stretch Two with direction South

fifty degrees eleven minutes twenty-seven seconds West distance of eight meters with eighty-five centimeters, bordering on these stretches with lands of the same Don Israel Arturo Ruiz. So you get to the Nor-West corner that is the number one mojon, where the description started.

Art. 2.-According to their competencies, the entities will define in a coordinated and joint manner the policies, plans, programs and projects that are necessary for the protection and conservation of the "Historic Site

"

in article one of the Present Decree.

Art. 3.-This Decree shall enter into force eight days after its publication in the Official Journal
