1 Decree N ° 1014 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that through Legislative Decree N ° 487, date November 23, year 2007, published in the official journal N 222, volume N ° ° 28 date of the same month and year 377, issued the transitional law for the stabilization of the rates on the public service of collective passenger transport in order to maintain unchanged the cost of the passage of minibuses and buses.
II. that by means of Legislative Decree N ° 595, dated December 18, 2013, were extended for the purposes of the Decree mentioned in the previous recital, for the period of one year, which ends on the day thirty-one for the month of December of the year two thousand fourteen.
III. that by means of Legislative Decree No. 732 of December 8, 1993, published in the official journal N ° 18, take N ° 322 of 26 January 1994, was issued the law of development and territorial of the Area Metropolitana of San Salvador and the surrounding municipalities, which in its article 2 establishes the territories of the following municipalities as San Salvador metropolitan area : Antiguo Cuscatlán, Apopa, Ayutuxtepeque, Cuscatancingo, Ciudad Delgado, Ilopango, Mejicanos, Nejapa, Santa Tecla, San Marcos, San Martín, San Salvador, Soyapango and Tonacatepeque.
IV.-that in order to continue safeguarding the family economy of the public collective passenger transport service user community, is essential to establish appropriate mechanisms for the granting of the financial compensation established by the State in favour of the transport sector, incorporating the reforms necessary for its proper application, while maintaining unchanged the passage of buses and microbuses cost levels in all areas of the country.
Therefore, in use of his constitutional powers and at the initiative of the members Lorraine Guadalupe Pena Mendoza, Norma Fidelia Guevara de Ramirios, and the Deputy Rolando Mata sources.
DECREES, as follows: reforms to the law TRANSIENT for the stabilization of rates service public DE transport collective of passengers 2 article 1. Reform in Art. 7, second subparagraph, in the following manner: "reference resources will be used to subsidize with two cents of the United States of America ($0.02) per passenger in authorized urban minibuses and four cents of the United States of America ($0.04) per passenger in authorized city buses, both in the metropolitan area of San Salvador;" understanding by this, the territories of the municipalities that make up, according to the law of development and Planning Territorial of the Metropolitan Area of San Salvador and the surrounding municipalities, and in the rest of the country, two hundred dollars of the United States of America ($200.00) authorized minibuses and four hundred dollars of the United States of America ($400.00) for buses licensed for the maximum period of 21 days that counted a month both for the public service of collective transport of passengers.
Transport units must have card of current circulation, line permit duly authorized by the Deputy Minister of transport, an electronic mechanism, a GPS system and a validator that allows both the Vice-Ministry of transport and dealers or licensees of the public service of collective transport of passengers, for purposes of control and payment, post mobilized passengers. These minibuses and buses must be operating service."
Article 2-Transitional. Units that provide the service of collective transport in the metropolitan area of San Salvador will have 90 days from the entry into force of this Decree, to implement mechanisms that allow posting mobilized passengers; During this period, you can purchase the subsidy benefits established for the rest of the country.
Article 3.-this Decree shall enter into force eight days after its publication in the official journal.
