1 DECREE No. 1018
THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
I.- by Legislative Decree No. 274 dated 31 January 1986, published in | || Official Journal No. 23, Volume No. 290, February 5 the same year, the Municipal Code was issued.
II.- That pursuant to the provisions of paragraph 4 of Article 4 that body of law, is the responsibility of the municipalities, the promotion of education, culture, sports, recreation, science and the arts.
III.- That based on the above, different municipal councils in the country granted authorizations for the disbursement of funds in promoting sport and recreation
; as well as sports and recreational jurisdiction of each municipality associations.
IV.- That in view of the above, they have emerged different interpretations by
some municipal officials and representatives of controllers entities in the sense of observing the expenditures made by municipalities to promote sport and recreation.
V. That in order to encourage youth participation in sports and recreational activities, is needed an authentic interpretation
determine how they should be understood promoting sport and recreation by municipalities.

DECREES the following:
Authentic Interpretation of Article 4 paragraph 4 of the Municipal Code issued by Legislative Decree No. 274 dated 31 January 1986, published in the Official Journal No. 23, Volume || | 290 dated 5 February of the same year.
Art. 1. authentically interpreted Section 4, paragraph 4 of the Municipal Code, as follows:.
"It should be understood that the term promotion in the field of sport and recreation, means that resources from municipal funds may be used under the following modalities:
1. Through the disbursement of municipal funds directly to sports associations whose activities primarily within the jurisdiction of the Municipality, and accountable to the municipality of using
expenditures made by the same;
2. Recruitment for instruction and teaching of any sports or recreational
discipline to develop within the jurisdiction of the municipality, provided that these sports associations belong and develop their activities primarily within the jurisdiction of the municipality; and
3. The acquisition of real estate, construction or maintenance of facilities in which sports or recreational activities promoted by the municipality
The above expenses, depending on the economic capacity of each municipality, without affecting the provision of basic municipal services and social promotion
basic needs of the inhabitants of the municipality.
This authentic interpretation shall be deemed incorporated the wording of paragraph 4, Article 4
Municipal Code, and its effects are retroactive to the date of entry into force of the Municipal Code. "
Art. 2. This Decree shall enter into force from the day of its publication in the Official Journal.
